2005年普陀区小学英语学科报告

在全球化日益增强的时代背景下,外语水平成为衡量一个城市国际化程度和综合实力的标志。要把上海建成世界一流的国际型大都市,需要有一大批合格的外语人才,以使上海能更

好、更快地融入于国际社会中去。而要培养出一批又一批合格的外语人才就需要有一流的英语教育。作为英语教育工作者,我们必须担负起这一重任。《上海中小学英语学科教育改革行动纲领》已为我们指明了方向,本学年我们认真贯彻二期课改精神,学习新课程标准,遵循市教研室提出的工作要求,全面落实区教研室布置的各项工作,切实做好我区小学英语教学研究、教师培训以及常规管理工作,推动小学英语学科的教学改革,进一步提高教学质量。

一、基本情况

我区现有小学44所,英语教师262人。其中青年教师将近占四分之三,小学高级教师有一半以上,154教师具有大专学历,90教师是本科学历,20教师在读本科。区学科带头人10名,区骨干教师36名。上述情况表明小学英语教师具有学历高、年纪轻的特点,队伍有活力,在教学改革中容易接受新的思想和先进的理念。

小学牛津教材在我区部分学校试点已有五年,由于基层学校领导对英语教学愈来愈重视,我区英语教学研究气氛浓厚。在广大英语教师的不断努力下,我们在牛津英语教材教法研究中积累了一定的经验,取得了一定的成绩。2003年我区各小学一至五年级已开始全面使用牛津教材,在部分学校有一部分教师由于刚开始使用新教材,他们对牛津教材的教学理念、教学特点、教学要求缺乏理解。此外,对大多数教过牛津教材的

教师来说,仍有进一步理解牛津教材的教学理念、教学要求、把握教材特点、探索教学方法的要求。因此进一步开展牛津教材的培训工作仍将是我们今后的工作重点之一。

二、主要工作与成绩

1、学习新理念,转变旧观念

我们国家的外语教育在近二十几年里有着巨大的变化,但是在全球经济、信息技术飞速发展的今天,不得不承认我们的外语教育还是属于滞后的,外语人才的质量还不能完全适应社会发展的需要。二期课改使我们的外语教育有了令人瞩目的发展。近几年来,我们组织教师学习二期课改精神,从而使新课程改革“为了学生的发展”这一根本理念在老师们的课堂教学中渐渐有所体现,教学立足于以学生发展为本的高度,更多地关注每一位学生,追求他们的个性发展。英语正在成为全社会关注的一门课程,作为英语教育工作者,首先必须对本课程的定位有一个正确的认识。我们组织了教师学习新“课程标准”,使他们了解了英语课程的本质特征:知识性、工具性、实践性和人文性。在教学中注重学生的学用结合、学以致用,在缺少外语环境的情况下,尽可能通过情景化和交际性的实践活动来培养学生适应多元文化为背景的社会交际能力。

2、研训结合,追求实效

(1)加强培训,提高教师素质。

在二期课改精神的指引下,我们切实做好教师的培训工作。虽然牛津教材在我区试用将近有五年,老师们也开始慢慢地熟悉和接受,但先进理念的认识与在课堂教学中的落实还存在着偏差。对于教材特点的认识、不同课型教学要求的把握、教学方法的运用还存在着比较大的问题,尤其是中高年级,在教学中处理听说读写之间的关系、处理知识与能力之间的关系时,一些教师表现出随意性。本学年我们组织了一、二年级的英语教师进行培训,通过对教材的分析,使他们了解其编写的意图、框架及特点,通过对不同课型的讨论,提出分课教学要求,以此提高教师的业务能力,使课堂教学效率得以保证。

(2)结合专题研究开展教学实践活动,探究有效的课堂教学模式。

结合培训要求有效开展课堂教学,把教学中遇到的问题列为专题,通过区级或片级公开实践活动加以研讨。如:师大附小的“低年级英语课堂教学模式”和真如文英小学“高年级阅读教学”的研讨,洵阳小学的“句型教学”与“对话教学”的研讨等等,明山小学的“任务型教学”。从2004-2005一年来共开设区级公开课24节,片级活动4次。通过实践课观摩和专题研讨,低年级教师对于低年级课堂教学应从“歌声、儿歌中开始,游戏中复习,情景中新授,活动中巩固,歌声、儿歌中结束”这一课堂教学模式又有了进一步的认识;中、高年级教师对于中、高年级教材的课型要求的把握能力有了一

定的提高。如:阅读教学主要从培养学生的阅读兴趣出发,构建有效的阅读教学模式,指导学生掌握正确的阅读方法,提高阅读能力。课前导读、词汇处理和阅读理解是阅读教学最基本的三个环节。对于“任务型教学”和“对话教学”等课堂教学模式也正逐步构建。我们大部分教师在教学中注重学生的语言实践,培训他们的得体的交际能力。英语是一门实践性很强的技能性学科,英语是学生自己学会的而不是教师讲会的。好的教师能够注意到转变教育思想,更新教育观念,在教学中做到以学生的实践活动为主线,以小组活动为主要的活动方式,让学生自己去体验,去感悟,去内化。如平利二小的许筱琴老师组织的学生小组活动,组内各有分工,有的进行语言表达,有的电脑操作,有的在黑板上书写,有的记录上述活动。同学们在与同伴合作活动中训练自己的结伴交友,关心他人,团结合作的意识和能力。(能做到这一点的教师很少)。

(3)加强基层指导,推动校本教研。

一年来我们跑遍了全区所有的小学(其中多次视导),深入基层进行听课,了解学校英语教学及师资情况,与教师们一起分析教学现状,找出教学中存在的问题,研究对策,提供指导。参与学校教研组建设,推动校本教研工作的开展,抓薄弱,创品牌。如:金州小学领导把英语教学作为学校教学工作的突破口,本学年由于部分年级第一次使用新教材,又有一部分教师对教材不够熟悉,因此感到压力大。两个学期的期初、期中、

期末我们对他们的教学和教研组工作进行了指导,鉴于以往的教学情况,向他们提出英语教学上一个台阶的要求。一学年下来,又对他们学校英语教学工作进行分析,同时提出一些建设性的意见,希望能通过创品牌,推动我区小学英语教学的改革,并使金州小学逐步成为我区英语特色学校之一。

金沙江、陆家宅小学是我区小学中外地借读生较多的学校之一,大部分家长对学生的学习不够关心。但是,学校领导对外语教学工作非常重视,一年来我们多次与该校的领导、教师共同探讨教学改革的方向,通过开展课堂教学有效性的研究,探究符合学生实际的课堂教学模式,提高课堂教学质量。在学校领导和教师们的共同努力下,金沙江、陆家宅的外语教学有了长足的进步。

(4)开展课题研究,加大教学改革力度。

在这几年里根据我区英语教学开展情况,我们参与了区教研室课题《有效教学》子课题“英语习得理论在课堂中的运用”的研究工作。我门在基地学校开始了课题研究的试点,通过二年的实践研究,取得了一定的经验和成效。我们教师在英语教学中越来越重视学生接触英语的频度,开发语言习得的自然环境,使学生在良好的习得氛围中更好地学英语、用英语、学用结合、学以致用,并在此基础上学好更多的知识。我们对环境的创设、课程的设置(教材、教学的策略与方法、评价考核)和师资的培训这几方面进行了研究。并通过该课题的研究为有

条件的学校开设英语角、英语广场、英语沙龙等打下基础,从而进一步推动小学的英语教学改革。

此外我们还参与了英语名师应小球课题《任务型教学的研究与实践》的指导工作。任务型教学(Task-Based Learning,简称TBL)是80年代外语教学法研究者和第二语言习得研究者在大量研究和实践的基础上提出来的又一个有重要影响的语言教学途径。它是交际法的一种新形态,是交际法的发展。它把语言应用的基本理念转化为具有实践意义的课堂教学方式。它以具体任务为学习动力或动机,以完成任务的过程为学习的过程,以展示任务成果的方式来体现教学的成果。任务型教学是让学生在教师的指导下,通过感知、体验、实践、参与和合作等方式,实现任务的目标,感受成功,在学习的过程中进行情感和策略调整,以形成积极的学习态度,促进语言实际运用能力的提高,使学生意识到自己用英语“能做某事”。任务型教学方法的运用可以丰富课堂教学的活动,体现了教学的双主体。此课题研究旨在更深入更具体地探究和实践完成任务中学生的主体参与策略、分层递进策略、人际合作策略和积极评价策略的作用,力求能促进新课程改革,提高课堂效益。

3、加强青年骨干教师队伍的建设

培养一支面向二十一世纪教育的青年骨干教师队伍是当前师资培训工作的重点工程。在我区小学英语教师队伍中,青年教师占绝大部分,他们是学科改革的主力军。本学年我们英

语学科开始了骨干教师的“十五”培训工作,一学年我们成立了学科中心组,组织这些骨干教师学习教育教学理论,参与各项教学实践活动,提高他们的理论素养和实践能力。朝春中心小学强音老师在本学年举行的上海市青年教师牛津教材教学评比活动中获得“一等奖”,师大附小的朱利萍老师在参加今年的市英语课堂教学比赛中获一等奖,我们还组织中心组成员听课、评课,参与教学实践、开展专题研究,提高他们的业务水平和教学研究能力。有计划地组织开展学科带头人活动,学习二期课改精神和新课程标准,把握教改方向,钻研教材,大胆探索有效的课堂教学模式,结合课题开展研讨活动,在不断提高自身素质的同时,充分发挥在校内、区内的学科带头作用,为推动我区外语教学质量的提高做出贡献。

4、双语工作

双语教学是强化英语教学、拓宽英语习得环境的有效途径,双语教学的研究是上海基础教育改革的热点。我区从2001年开始开展双语教学试验。目前共有10所小学。涉及到的有数学、数学活动、音乐、体育、美术、活动学科。本学年我们开展了双语教学研讨活动,使教师们进一步明确双语教学的意义。在上海举办的全国部分省市中小学双语教学论坛期间,我区原石泉小学的谢慧儿老师承担了一节常识双语展示课,课后受到专家及同行们的高度评价。

三、困难与问题

1、合格英语教师数量不足,优秀教师缺乏

在英语教师队伍中,虽然有相当一部分教师具有中级职称和大专学历,但他们中有些人实际的教学能力并不理想,专业知识不能很好地为教学服务。还有一些教师不注重自身素质的提高,英语水平低,教学观念滞后,教学方法陈旧,课堂效率低,教学效果差。近几年,我们培养了一些较出色的青年骨干教师,可是流失较为严重,对我区小学英语教学改革产生一定的影响。

2、学校与学校之间发展不平衡

学校领导对外语教学的认识以及对外语教学改革的重视程度不一;师资和生源情况存在着差异;开始使用新教材的年级有所不同。以上几方面都造成了学校与学校之间发展的不平衡。

3、学校教研活动效率不高

大部分学校英语教研组虽然能定点定时地开展教研活动,但没有真正做到在“研”字上下功夫,因此收效甚微,对学校英语教学的发展没有起到很好的推动作用。

4、学法指导不够

教法影响学法,学法依赖于教法,只有教的有方,才能学得有法。教师如果能尊重语言学习规律和符合学生的学习过程,贯彻以学生为主体,以实践活动为主线的教学原则,使学生形成有效的学习策略方法和技巧,具备较强的学习能力,就

会使他们终身受益。但我们相当部分教师在教授语音、语法、词汇等知识和训练听、说、读、写等基本技能时,只有单纯的训练,没有帮助学生观察、分析、归纳,忽视了教学生会学习,形成自学能力。

四、思考与对策

(一)加强教师培训

1、加强理论学习。在全区积极宣传《中小学英语学科课程

标准》的理念和改革要点,明确目标和要求,促进课堂变革,使先进的课程理念变为课堂中可操作的教学行为。同时边学习边思考边实践,不断更新教育理念。组织教师进一步学习二期课改理念,领会其精神,并通过解读新课程标准,使他们能更好地把握课改方向。

2、加大力度搞好教师的专业知识培训和业务培训,做到多形式、多渠道地培养合格的英语教师,同时着重培养一些有潜力的青年教师,使他们能成为教学改革的先锋。

(二)充分发挥“片”的作用

把全区44所小学划为5个片,在“以校为本,区域联动”研训一体的新模式下,开展片级活动,加强校与校之间的交流、学习与协作,让更多的老师有实践和学习的机会,也使有经验的学校带动相对薄弱学校共同发展与提高。

(三)有效开展校本教研

1、帮助基层学校加强校本教研工作,多参与各校教研组活动,探究提高教研活动效益的有效途径。

2、唤醒教师的研究意识,使他们认识到自己不是被动的教学任务的执行者而是教学问题的研究者,通过不断地研究和反思来正确把握新课程的精神实质,落实课程改革的各项目标,从而提高教学质量。
