摘要:

在国家倡导加快运用PPP模式盘活基础设施存量资产的背景下,针对目前我国存量市政基砒设施PPP项目人库少、签约难等问题,在相关文献研究和实地调研的基础上,首先从地方政府、社会资本、存量市政基础设施自身3个维度,系统归纳出影响存量市政基础设施应用PPP模式的19个因素,其次运用系统工程方法,建立了影响因素间的7级多层递阶解釋结构模型,并结合0WA算子赋权确定关键影响因素,最后针对具体操作规范和配套政策不完善、优质存量项目推出不足等关键影响因素提岀对策建议,为加快存量市政基础设施应用PPP模式工作的开展提供参考。关键词:

Abstract:In the context of the state's advocacy of accelerating the use of the PPP model to revitalize infrastructure stock assets,in view of the current lack of storage and signing of PPP projects in China's stock municipal infrastructure,on the basis of relevant literature research and field research,the system summarizes the19factors that affect the PPP model of the municipal infrastructure application,and secondly uses the system engineering method to establish a7-level multi-level hierarchical structure model between the influencing https://www.doczj.com/doc/125721931.html,bined with the weighting of OWA operator to determine the key influencing factors,the paper puts forward some countermeasures and suggestions for the key influencing factors such as the imperfect implementation of specific operational norms and supporting policies,and the shortage of high-quality stock projects,and provides reference for accelerating the development of PPP model for municipal infrastructure application.

改革开放以来,经过长期投资建设,我国已在城市市政基础设施领域形成了大量的存量资产⑴。但由于其行业特点及经济属性,我国市政基础设施普遍存在着投资主体单一、管理效率低下、债务风险高、设备老化等问题。同时,我国正处于城镇化加速增长阶段,市政基础设施建设和提标改造需求巨大,各级地方政府面临着巨大的资金来源压力⑵。在此背景下,通过运用PPP模式盘活存量市政基础设施,形成良性基础设施投资
