Before the terrorist attack on the World Trade Center on September 11, 2001 and the Oklahoma City truck bombing, Dennis J.Reimer realized that something had to be done about the growing threat of terrorism. He spoke to the Congress in the late 1990s about the potential dangers of unconventional werfare. He agreed to take an anthrax vaccine because he believed that bioterrorism was the next line of terrorist offence. In April 2000, he became the first director of the National Memorial Institute for the Prevention of Terrorism. He believed that Oklahoma City people could be brought together to talk about problems related with terrorism because this city was attacked by terrorism.

Shortly after Timothy J. Mcveigh blew up the Federal Building, people began to plan the establishment of an anti-terrorism center. This was an organization to prevent torrorism on U.S. soil and to look to the future. The NMIPT is funded through the Department of Homeland Security’s Office for Domestic Preparedness. In turn, NMIPT gives financial support to university research projects which focus on improving crisis communication and protecting telephone networks, evaluating the long-term mental health effects of an attack, and developing anthrax vaccines and protective clothing for emergency responders.
