1903年泰勒的科学管理理论 物质方面的直接浪费，人们是可以看到和感觉到的，但由于人们不熟练、低效率或指挥不当而造成的浪费，人们既看不到，又摸不到。“所有的日常活动中不注意效率的行为都在使整个国家资源遭受巨大损失，而补救低效能的办法不在于寻求某些出众或是非凡的人，而在于科学的管理。”提出这个观念的人正是被西方管理界誉为“科学管理之父”的泰勒。 费雷德里克·泰勒（Frederick W．Taylor，1856～1915）是美国古典管理学家，科学管理的创始人。他18岁从一名学徒工开始，先后被提拔为车间管理员，技师，小组长，工长，维修工长，设计室主任和总工程师。在他的管理生涯中，他不断在工厂实地进行试验，系统地研究和分析工人的操作方法和动作所花费的时间，逐渐形成其管理体系——科学管理。泰勒的主要著作是《科学管理原理》（1911）和《科学管理》（1912）。在两部书中所阐述的科学管理理论，使人们认识到了管理是一门建立在明确的法规、条文和原则之上的科学，它适用于人类的各种活动，从最简单的个人行为到经过充分组织安排的大公司的业务活动。 泰勒的科学管理的根本目的是谋求最高效率，而最高的工作效率是雇主和雇员达到共同富裕的基础，使较高工资和较低的劳动成本统一起来，从而扩大再生产的发展。要达到最高的工作效率的重要手段是用科学化的、标准化的管理方法代替！日的经验管理。为此，泰勒提出了一些基本的管理制度。 1．对工人提出科学的操作方法，以便有效利用工时，提高工效。 研究工人工作时动作的合理性，去掉多余的动作，改善必要动作，并规定出完成每一个单位操作的标准时间，制定出劳动时间定额。 2．对工人进行科学的选择、培训网晋升。 选择合适的工人安排在合适的岗位上，并培训工人使用标准的操作方法，使之在工作中逐步成长。 3．制定科学的工艺规程，使工具、机器、材料标准化，并对作业环境标准化，用文件形式固定下来。 4．实行具有激励性的计件工资报酬制度。 对完成和超额完成工作定额的工人以较高的工资率计件支付工资，对完不成定额的工人，则按较低的工资率支付工资。

泰勒科学管理原理 科学管理原理发展的时代背景 20世纪初的美国，工业化发展已经达到相当高的程度，一方面是生产规模和科学技术的迅速发展，另一方面人们缺乏管理现代化大工业的方法和技术，劳动生产率增长缓慢，同时劳资关系日益紧张，工人缺乏生产积极性，“磨洋工”现象普遍存在。 在那种情况下，人们提出了许多不同的解决方法，有人主张改进机器设备，也有人主张百变工资报酬制度，而泰勒则在长气调查研究的基础上主张实施新的科学化的管理方法和制度，提高劳动生产率，进而提出他的科学管理理论。 泰勒科学管理的思想精要 一、工作定额原理。当时实行经验管理，资本家不知道工人能完成多少工作，总是嫌工人少工作却多拿工资，于是延长工作时间；而工人由于被延长工作时间却不提高工资，于是又用“磨洋工”来消极对抗。为了提高生产效率，必须有一个合理的，正常的工作量，这里的“合理的日工作量”类似于我们学过的马克思提出的社会劳动生产率。为了得出这个有科学依据的“合理的日工作量”，泰勒进行了工时研究，测时，工作日写实，动作研究等。二、选择第一流的工人（即能力与工作相适应原理）。泰勒认为“第一流工人”是指那些既能干又愿意干的工人。对于不愿意努力工作的人，应该采取说服教育和纪律约束等措施，并配合刺激性付酬制度，使之努力工作；对于那些体力与智力不适合与分配其工作的人，应加以培训，使之适应工作的需要，或把他们重新安排到另一些适合他们的工作岗位上去。在泰勒看来，人力自愿的科学管理是工人能否成为第一流工人的决定性因素。三、标准化原理。传统的工厂，工人们的操作方法和工具往往都是自己或师傅根据经验来确定的，工人们的劳动和休息时间以及机器设备也是优管理人员根据自己的判断或过去的记录确定的，缺乏科学根据。泰勒认为，要提高劳动生产率，必须用科学的方法对工人的操作方法、使用的工具、劳动和休息的时间搭配，乃至对机器的安排和对作业环境的布置等进行分析，消除各种不利因素。四、刺激性报酬原理（差别计件付酬制）。这是为了激励工人们努力工作的一种手段，其根本目的也是为了提高组织的劳动生产率。其具体内容为，由当局确定一个工作定额或标准，然后，采用一种叫“差别计件制”的刺激付酬制度。如果工人达到或超过了定额，就按高工资率付酬，如果没有达到定额，就按低工资率付酬，以此督促和鼓励工人。后来泰勒对此进行了改进，提出“任务和奖金工资制度”，工人不论生产量的高低，都有一个保证的日工资，而超额完成工作量，则有奖金。五、工人与雇主两方面都必须进行一次精神革命(劳资双方密切合作)。双方应该不再将注意力放在盈余的分配上，而是放在增加盈余的数量上，只有创造更大的盈余，才能得到更大的利益分配。六、把计划只能与执行只能分开，变经验工作法为科学工作法。这实质上是强调管理职能与执行职能的分开，实现管理的专门化，它的分工原则在管理领域的应用，其目的仍然是提高劳动生产率。七、实行职能长工制。传统一个长工担负全部的管理职能，必须具备多种素质，而现实中这样的人很少。因此，泰勒设计出八个职能长工代替原来的一个长工。这种情况下，工人不再只听命于一个长工的指挥，而是要从几个承担不同职能的上级那里接受命令。事实证明，这样容易引起混乱，因此职能长工制度没有得到推广。八、在组织机构的管理控制上实行例外原则。即企业的高级管理人员把一般的日常事务授权给下级管理人员去处理，自己只保留对例外事项（重大事项）的决策和监督权。 评价泰勒的科学管理原理 在当时的背景下，泰勒提出科学管理原理，其根本目的，甚至一切目的都是为了提高劳动生产率，创造更大的财富。当然这样的目的在今天仍然是企业的最主要目的，因此，即使
