一、报名条件
（一）一级翻译专业资格（水平）考试笔译考试条件
根据北京市人力资源和社会保障局《关于转发人力资源和社会保障部〈关于印发〈资深翻译和一级翻译专业资格（水平）评价办法〉（试行）的通知〉的通知》（京人社专技发〔2011〕186号）规定，凡遵守国家法律、法规和翻译行业相关规定，恪守职业道德，并具备下列条件之一的人员，均可报名参加一级翻译专业资格（水平）考试笔译考试。
1.通过全国统一考试取得相应语种、类别二级翻译证书；
2.按照国家统一规定评聘翻译专业职务。
（二）二、三级翻译专业资格（水平）考试笔译考试条件
1.根据原北京市人事局《关于转发〈翻译专业资格（水平）考试暂行规定〉及〈二级、三级翻译专业资格（水平）考试实施办法〉的通知》（京人发〔2005〕13号）规定, 二、三级翻译专业资格（水平）考试笔译考试，不限制报名条件。凡遵守中华人民共和国宪法和法律，恪守职业道德，具有一定外语水平的人员，均可报名参加相应语种、级别的考试。
2.根据国务院学位委员会、教育部、人力资源和社会保障部《关于翻译硕士专业学位教育与翻译专业资格（水平）证书衔接有关事项的通知》（学位〔2008〕28号）规定，在校翻译硕士专业学位研究生，凭学校开具的《翻译硕士专业学位研究生在读证明表》（加盖学校公章，样式见附件1），在报考二级翻译笔译考试时免试《笔译综合能力》科目，只参加《笔译实务》科目考试。截止2017年底，全国215所翻译硕士专业学位（MTI）教育试点单位名单见附件2。
二、考试安排及作答要求
（一）翻译专业资格（水平）考试笔译考试设有英、日、俄、德、法、西、阿共7个语种，每个语种均分为一、二、三级。其中，英语一级只在上半年举行，英语二、
三级上下半年各举行一次；法、日、阿语一、二、三级均在上半年举行；俄、德、西语一、二、三级均在下半年举行。具体考试时间安排如下：
（二）一级笔译考试设《笔译实务》1个科目，二、三级笔译考试设《笔译综合能力》和《笔译实务》2个科目。
（三）各语种一、二、三级《笔译实务》科目均在专用答题卡上作答；德、法、西语二、三级《笔译综合能力》科目均在专用答题卡上作答。考生在答题前要仔细阅读试卷封二的应试人员注意事项和专用答题卡首页的作答须知，使用规定的作答工具在专用答题卡划定的区域内作答。其余语种二、三级《笔译综合能力》科目均在答题卡上作答。
（四）考生应考时，须携带黑色墨水笔、2B铅笔、橡皮。参加《笔译实务》科目考试时，考生可携带纸质中外、外中词典各一本。
三、考试成绩和证书管理
考试成绩实行非滚动管理。参加考试的人员，须在一次考试内通过相应级别的全部科目考试方为合格。
参加一级翻译专业资格（水平）考试的人员，由北京市人事考试中心颁发，人力资源和社会保障部人事考试中心统一印制的相应语种、相应类别一级翻译考试成绩通知书。达到国家统一确定的考试合格标准的考试成绩长期有效。
参加二、三级翻译专业资格（水平）考试的人员，成绩合格后，由北京市人力资源和社会保障局颁发,人力资源和社会保障部统一印制并用印的《中华人民共和国翻译专业资格（水平）证书》。
对提供虚假证明材料或者以其他不正当手段取得相应资格证书或者成绩证明等严重违纪违规行为的，由证书签发机关宣布证书或者成绩证明无效，并将其违纪违规行为记入专业技术人员资格考试诚信档案库，记录期限为五年。
四、报名相关事宜
（一）考试报名采取属地化管理，现工作地或户籍所在地为北京的报考人员方可在北京地区报名参加考试。
（二）考试采用全程网上报名的方式，请报考人员参照各级别报名条件，自行确定是否达到报考要求。报考人员须于规定时间登录全国专业技术人员资格考试报名服务平台（网址：https://www.doczj.com/doc/5414792343.html,/examfront，以下简称“网报平台”），按照系统的要求注册、上传照片、填写并提交报考信息、网上缴纳报考费用，确认报考费用缴纳成功后，方完成全部报名手续。
1.上半年考试报名时间：2018年3月12日至3月22日；
2.下半年考试报名时间：2018年9月4日至9月14日。
（三）凡已成功办理报名和缴费手续的报考人员须于规定时间登录中国人事考试网（网址：https://www.doczj.com/doc/5414792343.html,，下同）下载打印准考证，凭此准考证和本人有效居民身份证原件在规定时间、地点参加考试。
1.上半年打印准考证时间：2018年5月15日至5月18日；
2.下半年打印准考证时间：2018年10月30日至11月2日。
（四）需要收费票据的考生，请于规定时间内（节假日不办公）就近前往各区人事考试机构或北京市人事考试中心领取，领取时携带考生本人有效居民身份证原件。
1.上半年领取时间：2018年5月21日至8月20日；
2.下半年领取时间：2018年11月5日至12月31日。
（五）参加一级翻译笔译考试的报考人员、符合免试条件的报考人员和台湾地区居民，在成绩合格后领取证书时，须持相关材料进行资格复审，复审合格者方可获得证书；凡不符合报名条件的人员，其考试成绩无效。资格复审有关事宜另行通知。
五、其他
（一）考试实行封闭2个小时管理，开考5分钟后一律禁止入场，2小时后方可提前交卷。
（二）报考人员应做到诚信参考，若有违反，将按照《专业技术人员资格考试违纪违规行为处理规定》（人社部令第31号）处理。
（三）考试结束后采用技术手段甄别为雷同答卷的考试答卷，将给予考试成绩无效的处理。
（四）按照《北京市发展和改革委员会北京市财政局关于翻译专业资格（水平）考试收费标准的函》（京发改〔2016〕1721号）规定，各级别《笔译综合能力》科目每人71元，各级别《笔译实务》科目每人75元。
（五）有关考试大纲、考试用书等相关事项请与中国外文局翻译专业资格考评中心联系。
（六）各级人事考试机构不指定任何培训，并与任何培训机构无合作关系。

三级笔译题型科普及备考安排 1.三笔综合能力部分 首先澄清一下，综合能力的题型全是单选，并不是像三笔综合能力的教材和辅导练习中的题型那样给首字母填空或是联系上下文填单词。题型有： 1）10个单词单项选择（联系上下文选择合适单词） 2）10个近义词单项选择 3）10个改错的单项选择每个题1分 4）3个阅读理解，每个题10个小题，每题2分 5）1个完形填空（20个小题）每个0.5分。共100分。 什么难度呢？专四通过的话，综合能力是没问题的。因为这一块我可以说基本没有准备，只把三笔综合能力的历年真题和我能在图书馆找到的模拟题都做了一遍，自己评分都是过了的，因此就没怎么将心思用在这。我认为这是考基础的部分，即使是准备，三两个月，也不会有明显的效果，所以我认为更多的精力应该是放在实务这里，实务才是看翻译功夫的地方。 2.三笔实务部分 1）对于复习资料，我自己将其分为精读和泛读两部分。 精读的是CATTI三笔的教材和教材辅导书。泛读的书基本都是从图书馆借来的笔译理论的书。后者是建立主干、框架，目的是让自己在迷乱复杂各式各样的翻译方式中知道自己在用什么方法，处于什么位置，在用什么方法翻译，这些都要清楚。如果一开始就是在“跟着感觉译”，对翻译方式方法心中没数，糊里糊涂的话，就会越来越没有头绪。前者是为后者添枝加叶，有着主干的大方向的指导，即使再接触不同的材料和句子也不会迷糊，再接触不同句子材料中讲解的相同句子的不同翻译方式的时候，也会相应对号入座，在心里有所分类。即使翻译错了也不会彷徨，因为有着大框架的指导，也知道错在哪，为什么
错，怎么改。 2）先读懂，才能谈得上翻译。 读懂，不是指将生词查出就懂了这么简单的，如果翻译的难度是建立在生词之上，那CATTI的笔译考试都是让带词典的，为什么还不好通过呢？很显然，不是单词的事。英语多长句，一句话好几十个词是经常的事。怎样将这绕来绕去的，或者说像葡萄串一样的句子断成竹节一样的句子（地道的汉语多短小句，像竹节一样），这就是读懂与没读懂的分水岭。准确地切分句子，考验是英语语法的功底。很多人说，即使英语语法一知半解也不耽误英语说的好。但是，如果想翻译得对，没有坚实的语法功底一定是不行的，如果正确地翻译都达不到，何谈翻译得好呢。因此，英语语法，有必要好好夯实。 3）要10篇文章翻译10遍，也不要100篇文章翻译1遍。 如果你练习多了就会发现：其实英语句子的形式的种类是有数的。如果一篇文章涵盖不了，那10篇总差不多了。关键是把每一篇都反复琢磨至少十遍以上，你看100篇其实也就是不同的话题而已，表达方式都差不多的。毕竟三级笔译的文章话题只是日常性的，像报纸新闻、历史描述等等，并不是像二级笔译那样专业性那么强。考察的更倾向于翻译的基本功和翻译方法。这一阶段并不用广泛的涉猎专业领域，平时适当地看一些新闻报纸就行，而且是当做休息的时候。 4）总结，再总结 就像中学时代的错题本一样。哪句翻错了，怎么错的，错哪了，正确的是什么样，这句子有什么特点，下次遇到这样的句子应该怎么注意。时常看看，过了几天就会发现，以前的症结再过几天就不算什么了。 5）关于翻译课程 有的人会问，需不需要报一些课外的班。这一点，如果有有经验的老师指导，是必然会少走很多弯路的，所以这种情况下应该是奔着老师去。有经验是倾向于有丰富的实际翻
