Education is an enormous and expensive part of American life. Its size is matched by its variety.
Differences in American schools compared with those found in the majority of other
countries lie in the fact that education here has long been intended for everyone — not just for a privileged elite. Schools are expected to meet the needs of every child, regardless of ability, and also the needs of society itself. This means that public schools offer more than academic subjects. It surprises many people when they come here to find high schools offering such courses as typing, sewing, radio repair, computer programming or driver training, along with traditional academic subjects such as mathematics, history, and languages. The approach to teaching may seem unfamiliar to many, not only because it is informal, but also because there is not much emphasis on learning facts. Instead, Americans try to teach their children to think for themselves and to develop their own intellectual and creative abilities. Students spend much time learning how to use resource materials, libraries, statistics and computers. Americans believe that if children are taught to reason well and to research well, they will be able to find whatever facts they need throughout the rest of their lives. Knowing how to solve problems is considered more important than the accumulation of facts.
This is America's answer to the searching question that thoughtful parents all over the world are asking themselves in the fast-moving time, "How can one prepare today's child for a tomorrow that one can neither predict nor understand?"

Questions 36 to 40 are based on the following passage.
The new Financial Secretary Donald Tsang has said he is committed to the principle and philosophy of financial management enshrined by his predecessor Sir Hamish Macleod. It was really not surprising to hear such a message as our Government has consistently reiterated its non-interventionist policy.
Our Government is proud of the low taxation policy, free market operation and the
enterprising nature of the economy, as it believes that all these lay the strong financial
foundations that make possible the economic boom in Hong Kong. Hence, the role of the Government is to interfere, as little as possible, in the public sector, for fear of damaging the "normal" operation of the market.
Government spending in money terms has never exceeded 20 per cent of the Gross Domestic Product (GDP), since 1945. Many people in Hong Kong are scared by the specter of unemployment and yet the Government has done nothing to solve the problem, because
administration officials do not want to spoil the miraculous market mechanism. There is talk of "self help" by entrepreneurs involved in the market. Meanwhile, the unemployment rate is rocketing. I believe the Government should act to combat this problem. Owing to the lack of a comprehensive unemployment security scheme and unemployment insurance which exist in Western industrial countries (for example, the US and Germany), Hong Kong's jobless people suffer more psychological and social pressure than their Western counterparts.
The unemployed have a heavy psychological burden to bear. This can lead to them having feelings of low self-esteem and a feeling that they are worthless. Those who seek help from the Social Welfare Department (SWD) have to endure the complicated application procedure and the inhumane and harsh means test. The procedure to apply for assistance is not as easy as one would imagine. This puts the unemployed under great pressure. I do not believe that maintaining a policy of minimal government intervention will stem rising unemployment. The Government should make its "invisible" hand in the market become visible by, for example, creating more job opportunities for the unemployed; ensuring age and sex discrimination do not exist in the workplace; restraining employers from exploiting employees — in the way that some employers do by taking on casual staff and making them work long hours and, finally, bringing under control the "crazy" property speculation of capitalists.

高校网络教学平台的现状与应用研究 □杜海艳司玲玲王亚楠 【摘要】网络教学平台是网络教学过程中的支撑环境，是现代化教育发展的必然选择。本文首先对高校网络教学平台的现状进行了分析，然后对教学平台应用中的问题进行了探讨。 【关键词】高校；网络教学；教学平台 【基金项目】本文为河北省教育厅科学研究计划项目“高校网络教学平台的设计与研究”（编号：Z2009409）成果。 【作者简介】杜海艳（1974．5 ），女，河北文安人，邯郸学院软件职业技术学院副教授，硕士，研究方向：计算机网络技术司玲玲（1978．1 ），女，河北邯郸人，邯郸学院信息工程学院讲师，硕士，研究方向：计算机应用技术 王亚楠（1977．4 ），女，山东冠县人，邯郸学院信息工程学院讲师，学士，研究方向：计算机应用技术 一、引言 高校网络教学平台随着计算机及网络通讯技术的迅猛发展，自上世纪90年代中后期发展至今，已经从简单的课程展示和资源共享，过渡到了学生利用教学平台进行自主学习的模式。网络教学平台是真正实施基于Internet开展现代化远程教育的支撑环境，为网络教学的学习者和教师提供教授、学习、答疑、讨论以及作业处理等教学过程的支持。通过网络教学创造数字化教学环境，加速教育观念、教学方式和内容的改革，提高教育教学的质量和效率。网络教学平台目前在高校已经基本普及。 二、高校网络教学平台的现状 网络教学平台是网络教学过程中的支撑环境，是现代化教育发展的必然选择，我国早已明确的提出要以教育信息化引领教育改革，要以信息化带动教育的现代化，并相继出台了一系列关于推进我国教育信息化的政策和措施。目前在我国高校中应用较多的网络教学平台主要有以下几类，首先 交流与沟通，培养学生的合作意识、团队精神和职业道德，使小组之间取长补短，优势互补。 （三）建立开放的实验室。开放式实验教学是一种现代化教学方式，实验室在时间和空间上双重开放，变实验由“要我做”为“我要做”。这样学生在实验前就必须预习、查阅相关资料，精心准备，对于实验中出现的的问题也会主动想方设法解决，使学生养成良好的学习习惯，教师只起指导作用及提供技术服务。 （四）Proteus和Keil软件引入教学。针对有些学校的单片机实验设备数量上很有限，并且设备比较陈旧，随着招生规模的扩大，已经很难满足实际的教学要求，因此可以利用Proteus和Keil软件建立虚拟的单片机仿真实验室。Proteus 与Keil软件的整合过程就是建立一个软硬件联合仿真系统的过程。在单片机应用系统中，Proteus作为硬件仿真和调试界面，Keil作为软件调试界面。Proteus软件支持微处理器的仿真，并能与常用的编译器Keil进行协同调试。整个过程与真实的硬件调试极其相似，在动态外设支持下的实时输入和输出为实验者提供了一个最接近现实的调试环境。Proteus和Keil构建单片机实验仿真环境时，常用的方法有如下两种：一是Proteus和Keil离线联合使用；二是Proteus 和Keil在线联合仿真调试。利用Proteus软件绘制硬件电路原理图，利用Keil软件进行源程序的编辑、编译、调试等生成．hex文件，然后把．hex文件装载到原理图当中，进行单片机应用系统的仿真，在各种实验步骤正确无误的情况下，在Proteus界面中就可以观察到和实际设计相吻合的实验结果。利用这种虚拟单片机仿真实验室不但大大节省了硬件资源，同时提供了很好的开发环境。在进行具体项目开发的时候，完全可以先通过仿真设计验证，再进行实际项目的制作。 四、结语 本文针对当前单片机实践教学的现状及存在的问题，提出了单片机实践教学改革的具体措施。通过对单片机实践教学的改革，激发了学生学习的积极性、主动性，提高了学生的创新能力和综合素质。既体现了单片机课程的自身特色，又有助于学生有效掌握所学知识，缩短从理论知识到实际应用的过程，培养了学生的专业兴趣，有利于提高其实际应用能力，为培养符合社会急需的“应用型、技能型”高级人才起到积极的作用。 【参考文献】 1．李自清．“单片机原理”实践教学改革初探［J］．科技信息，2008 2．陈刚．单片机实践教学的问题与对策［J］．安徽电气工程职业技术学院学报，2005 3．龙志强，施晓红等．“任务驱动法”在单片机系统设计教学中的实践［J］．实验室研究与探索，2008 4．刘兰波．“单片机原理及应用”实践教学改革的探索［J］．经济与科技，2007 · 702 ·

高校网络教学平台的研究背景意义与国内外研究现状 1 背景和意义 在知识大爆炸的现代, 怎样才能更好地学习是摆在大家面前的一个难题。随着计算机技术和宽带网络的飞速发展, 高校网络综合教学平台为高校教学提供了一种新的手段和方式。一定意义上说, 网络教学平台的使用对于高校教学来说是一场革命。20 世纪90年代中后期到现在，网络在高校中得到了普遍应用，各高校的校园网也相继 出现，但是校园网络在教学方面的发展相对较缓慢，未能起到其应有的作用。在教学对象上，偏重于更加功利的远程教育，不够重视学校的教育。大力开展网上教学，注重学生对教学资源的真实需求，推动信息技术与课程信息的集合，是推动教学改革，培养创新人才的有效途径，也是教育技术在教学中充分应用的体现。 网络教学不是取代传统方式的课堂教学，而是将网络教学模式和课堂教学融合在 一起，吸收传统课堂教学的优点，并克服其时间时空限制等弱点，发挥网络教学的优点，构建一种全新的教学模式。高校网络综合教学平台的实现主要有以下几点意义: 1（消除学习的时间和空间的限制，提高学生学习效率，并且极大限度的激发学生的学习潜能。 通过建立此平台，可以使学生在任何时间任何有网络的地点学习知识。消除了学 习在时间和空间上的限制。学生不必再因为没有听清楚内容或者忘记内容而耽误学习，极大的提高了学生的学习效率。教学平台的应用，使得教学资源可视化，这是对传统学习的一种颠覆，一场革命。以往传统的课堂教学模式学习者的学习是被动的接受，内化的过程难以得到个性化的支持，学习者的经验、思维能力、接受能力的差异导致学习效率降低和探索能力缺乏。学生通过教学资源，可以根据自身情况，自身特点和需求来学习，可以发散自己的思维，而不是一味的跟随老师的思想，这样激发了学生对学习的兴趣，有助于学生创新能力的提高，并极大限度的激发了学生的学习潜
大学英语网络教学培训的心得体会 春暖花开之季，我们大学英语教师通过网络这个平台进行大学英语教学改革进行培训。作为一线的大学英语教师，我感受颇深，受益匪浅。从信念上更加坚定英语教学改革的必要性、可行性和有效性。 王守仁教授的报告使我对于《大学英语教学要求》有了全面深刻的理解。《大学英语教学要求》是我们非英语专业本科生英语教学的主要依据。只有真正领会其中内容，才能更好地实施教学。《教学要求》关于教学模式的描述中，提出基于课堂、基于计算机的“双基”以及以学生为主体、以教师为主导“双主”的教学模式。使我更加清楚计算机不再是教学的辅助工具，而应该是教学的有机体。《大学英语教学要求》还让我进一步认识到教学评估是大学英语课程教学的一个重要环节。全面、客观、科学、准确的评估体系对于实现教学目标至关重要。教学评估既是教师获取教学反馈信息、改进教学管理、保证教学质量的重要依据，又是学生调整学习策略、改进学习方法、提高学习效率和取得良好学习效果的有效手段。对学生学习的评估分为形成性评估和终结性评估两种。我们在今后的教学中应该重视形成性评估和终结性评估的有机结合，适当增加性成性评估的比例。形成性评估是教学过程中进行的过程性和发展性评估，即根据教学目标，采用多种评估手段和形式，跟踪教学过程，反馈教学
信息，促进学生全面发展。形成性评估特别有利于我们对学生自主学习的过程进行有效监控，在实施基于计算机和课堂的教学模式中尤为重要。 夏纪梅教授讲座对教学模式的转变进行具体形象的解析，提出新的教学模式中要“求真实、求才干”。作为大学英语教师，我深切感受到教师所面临的严峻挑战。应对挑战，我们要及时调整自己的角色，要从传统的知识的传授着转变为语言交际环境的营造者、学生自主学习的促进者和学生学习过程中的指导者。表面看起来，教师的工作量似乎减轻了，但教学实际中，我深深地体会到工作量明显增多。教师是教学的主导,也是教学改革的主力。对改革带来的压力和挑战,应对的态度很重要。相应的策略中我认为最根本在于教师的观念的转变以及自我不断发展。我们应该认识到教学模式的改变不仅仅是教学活动或教学手段的转变，从根本上是教学观念的转变。我们应该了解并实施终身教育的理念，使学生养成终生学习的习惯，我认为这是我们教学的终极目标。 通过此次培训，我逐渐清楚自己未来教学中的重点和努力方向。今后要进一步深化教改，加强学生的自主学习，通过及时有效的监管使自主学习发挥应有的作用。教学工作的重点可适当从详尽充分的备课转到对学生作业的检查。实践证明，教师对学生的作业实时准确细致的点评对于调动学生的自主学习积极性至关重要。当然在今后的教学中还会面临
