大会流程简述:

一、点名 (Roll Call)

点名的作用:确定到场国家总数,由此计算简单多数 (1/2多数) 和三分之二多数。这些数据决定了表决通过的标准。

点名的方式:主席助理按照国家名单上的顺序点名,点到的国家高举国家牌并答“到(Present) ”。主席助理重复“某某国代表出席”,并在电脑屏幕上标示出席情况,最终计数。

二、正式辩论 (Formal Debate)

辩论的概念:不同于平时的辩论比赛,模联中的发言、磋商、游说等均被视为辩论。

正式辩论:按照发言名单顺序进行的辩论叫正式辩论。

发言名单(Speakers’List)的产生:确定议题后,正式辩论开始。主席会请需要发言的代表举国家牌,并随机点出国家名,当代表听到自己国家被点到后,放下国家牌。主席助理同步记录,代表便可在大屏幕上看到发言名单。

追加发言机会 (国家名未在发言名单上或已经完成发言) ,可向主席台传意

向条(Page) 要求在发言名单上添加其代表国家,主席会将该国家名加在发言名单最后。如代表已在发言名单上并还未发言,则不能追加发言机会。

发言时间:每位代表有90秒的初始发言时间 (Speaking Time) ,可通过动议(Motion to Change Speaking Time) 更改。

让渡:代表在发言时间内结束发言,可将剩余时间让渡。

①让渡给他国代表 (Yield Time to Another Delegate) :让渡国A代表和被让渡国B代表协商一致后 (传意向条,会前游说等) ,B代表在A代表剩余的时间内进行发言。如B代表发言结束还有时间剩余,不能再次让渡,主席将继续主持会议。

②让渡给问题 (Yield Time to Questions) :代表将剩余时间让渡给问题,主席会请需要提问的代表举牌,并随机点出代表进行提问,发言代表可在剩余时间内回答任何被提出的问题,提问时间不占用剩余时间,提问内容必须根据发言者的意思来问。

③让渡给评论 (Yield Time to Comments) :代表将剩余时间让渡给评论,主席会请需要评论的代表举牌,并随机点出代表进行评论,让渡者没有权利再一次进行观点的陈述或对评论进行反驳。

④让渡给主席 (Yield Time to the Chair) :代表将剩余时间让渡给主席,意味着自动放弃剩余时间,主席将继续主持会议。

三、非正式辩论 (Informal Debate)

非正式辩论:在正式辩论的发言名单外进行的辩论。

有主持核心磋商 (Moderated Consultation) :将大会引入一个专题讨论上来。大会暂时脱离正式辩论发言名单而重新确定一轮发言国。讨论主题、总时间、每位代表发言时间由动议进行磋商的代表提出,全体代表投票决定是否进行该磋商。

自由磋商(Unmoderated Consultation):又叫无组织核心磋商,代表可在规定的时间内自由离席交流。代表可以更为密切地和盟友们交换意见,讨论各自认为重要的任何方面的问题。

四、问题和动议 (Points and Motions)

(一)问题 (Points):如果代表有关于会议的问题,可以向主席提出问题。问题不需投票,由主席直接处理。

1.组织性问题 (Point of Order) :当代表认为主席在主持会议过程中产生某种错误时,可提出组织性问题,以纠正主席错误。可以打断进程提出。

Example: Point of Order! Delegate of Germany would like to remind chair that the peaking time for each speaker now is 1 minute instead of 2 minutes.

2.咨询性问题 (Point of Inquiry):当代表对于会议程序有不明白的地方时,可以举牌向主席咨询。

Example: Point of Inquiry! China would like to ensure whether the next procedure is voting.

3.个人特权问题 (Point of Personal Privilege):当代表觉得在会场上个人有任何不适时,可以提出各人特权问题,以求得主席团的帮助和解决。

Example: Point of Personal Privilege! Delegate of Algeria cannot see the screen

clearly. Would you mind turning the characters bigger?

(二)动议 (Motions):代表出于商定会议议程、修改发言时间、进行非正式辩论的目的而提出的需要投票表决的建议。

1.动议更改发言时间 (仅在正式辩论中):如果代表认为发言时间过长或过短,可动议更改发言时间。

Example: France motions to shorten the speaking time from 2 minutes to 1 minute.

2.动议进行有主持核心磋商:此动议意味着代表试图使正式辩论阶段过渡到非正式辩论阶段。

Example:China motions for a moderated caucus. The topic is XXX, the total time is 5 minutes, and each delegate has 1 minute.

3.动议进行自由磋商:此动议意味着代表试图使正式辩论阶段过渡到非正式辩论阶段。

Example: India motions for a 15-minute un-moderated caucus.

五、投票 (Voting)

对象:程序;会议文件

对程序的表决:所有代表都需要投票,不可以弃权 (Abstain) ,只能投赞成(Yes) 或反对 (No)。

对会议文件的表决:包括决议草案、非友好修正案

简单多数:即出席代表总数的二分之一多数。 (50%+1)

绝对多数:对会议文件投票时,“赞成数/赞成数+反对数”大于三分之二被视为绝对多数,弃权票不计,此时草案或修正案条款获得通过。

六、意向条 (Page)

代表有任何问题,或者需要进行游说、沟通,都可以通过传意向条的方式向其他代表或主席表达。会场有志愿者 (Volunteers) 负责传递。代表需要注意的是,意向条的书写需要符合本委员会的工作语言要求。

一、立场文件(Position Paper)

立场文件的开头应包括以下部分:

代表姓名(delegates)

代表来自的学校、院系名(school)

国家名(country)

所在委员会(committee)

议题(topic)

立场文件要简明扼要,一般不超过一页纸(此指中文宋体、英文Times New Roman,5 号字)

Over decades, the universality and particularity of human rights has always been a hot topic. As the UN Charter says t hat the United States shall promote “universal respect for, and observance of, human rights and fundamental freedom for all without distinction as to race, sex, language, or religion.” Norway always believes that universality is inherent in human rights an d we should always believe in that.

In the past years, human rights have always been central to the Norwegian government’s policies and Norway has made a lot of efforts in order to ensure the universality of human rights. The Government has examined all key aspects of the Norwegian legal and administrative system that are relevant to the protection of human rights in Norway, a large number of administrative, legislative, economic and educational measures have been implemented to improve the human rights situation in Norway. And we also acceded a lot of conventions governing human rights issues.Norway doesn’t think that action of protecting basic human right is interference in other countries’ internal affairs. But neither do Norway agrees any country exploi t human rights issue as a means of interference in other countries’ internal affairs.

In order to reach the universality of human rights, a resource centre for the rights of indigenous peoples has been established by the Government. It is well-known that indigenous peoples’ rights are easy to be ignored; therefore, The Resource Center is founded to increase information about the rights of Saami and other indigenous peoples. As for the sake of prohibiting ethnic

discrimination, in the Government's view, it is important to adopt a separate statute. This must be seen in conjunction with other recently implemented measures, thus a Centre for Combating Ethnic Discrimination has been established in Norway.

No one country’s human rights situation is perfect and there is further room for further improvement. As the country that has the best human rights situation, Norway is willing to share experience and exchange lessons in realizing the goals of promote the global human rights situation.Norway hopes that with fur ther implement of protection of children’s rights, the elimination of all forms of discrimination against women and the elimination of all forms of racial discrimination and against torture and other cruel, inhuman or degrading treatment or punishment, the world can be a better place. Since there are enormous discrepancies between developed countries and developing countries. We must track the basic problem down. The poverty issue is a key factor in this picture. Violent conflicts and social disintegration further impede efforts to promote human rights. So Norway strongly suggests establishing a NGO in education field to spread basic human rights knowledge to the countries that need assistance about human rights protection to ensure the universality of human rights.

尽管国际社会仍对此争论不休,在克隆人问题上,英国政府已明确它支持治疗性克隆,反对生殖性克隆的态度。在英国看来,治疗性克隆和生殖性克隆有着本质的区别。治疗性克隆,是指科学家在实验室培育人类胚胎,然后从中提出干细胞用于治疗疾病。其步骤是把从体细胞上取得的遗传物质放到一个去核的卵细胞里,然后培育成一个胚胎。这与培育“多利”羊的技术完全一样。克隆出的胚胎在初始阶段还不是真正意义上的人,将其用于研究不涉及伦理问题。治疗性克隆不但不会威胁人类道德,严格监管下的胚胎干细胞研究还能为患有帕金森氏症、糖尿病和癌症等疾病的人寻找新的治疗方法,康复病人,促进全人类的发展,但这些必须以研究为前提。

在本届大会中,英国希望与会各国能够意识到:技术进步永远不会以人的意志为转移,只有因势利导才能真正解决问题。英国真诚地要求国际社会中的一些成员放弃全面禁止克隆人的计划。英国愿意与联合国所有成员国一起,支持、促进、规范、引导治疗性克隆技术的发展与应用。英国将尽一切努力团结与英国意见相近的国家,推动合理,有良好监督的克隆技术为全人类带来福音。无论如何,英国政府都将继续允许治疗性克隆。英国相信,技术,如果运用适当,将会使社会成为一个更适宜生活的地方。历史已经证明,人类道德观念总是落后于时代、科技的进步。只有勇于创新和探索才能解决我们所面临的困难。

二、工作文件((Working Paper)

一份决议的雏形就是工作文件(Working Paper)。工作文件是代表们在进行游说和结盟之后,在各自立场文件的基础上,综合他国立场和要求,草拟出的针对某一问题的解决办法。在一份工作文件完成之后,将被提交所在委员会,如果通过主席团的批准,就将印发给各国代表。起草该文件的代表可以动议向大会介绍自己国家的想法。

代表们将若干工作文件集合,经过格式和内容上的加工和完善就可以转化成一份决议草案。一份工作文件的作者可以是一位代表,也可以是多位,它需要由委员会的会议指导审阅通过。工作文件在格式上没有特定的要求,可以采用任何形式:文段、观点的罗列,或者是标准的决议格式等。

ⅲ)Environmental protection

ⅴ)Civil rights

ⅵ)Economy and development etc.

b.Monitoring committee: members should include representatives from funding

countries,member countries, related UN officials and group of Indigenous people to fulfill the responsibility of supervise the flow direction of the fund and how the programme is implemented with the use of the fund.

c. Policy-making department: according to the actual conditions and practical problems

raised in the forum and collected from on-spot investigations. Policy-making department, which consists of government agents,specialists and indigenous peoples' representatives will come up with necessary solutions after negotiations and compromise among different countries.

d. Executive department: based on the resolutions passed by the policy-making department,

executive department will allocate all kinds of resources, including funds, science and techniques, to specific panels made up of professions and put those decisions into practice.

Of course it needs strong support from the local governments and the public, especially the indigenous peoples' community.

e. Feedback department: after a certain problem is solved, the feedback department will

check to see whether the indigenous peoples benefit from the result .Out of question, a win-win result conforming to each part's interests is our ultimate goal.

2. Funding

Encourage all the countries to donate fund under the supervision of the regional organization, establishing the principle of “common but differentiated responsibilities” between developing and developed countries.

三、决议草案((Draft Resolution)

草案标题(Heading)

左对齐标明:

(1)文件编号:由所在委员会的主席团给出

(2)委员会

(3)议题

(4)起草国(Sponsors)

(5)附议国(Signatories)

注:附议国的数量应为所有代表国的20%,起草国不能再次成为该决议的附议国。

草案正文(Body)

决议草案正文是一个完整的长句,主要分成两个部分。

(1)序言性条款(Pre-ambulatory Clauses):

这部分主要陈述该议题的历史,讨论该议题的必要性并回顾在该议题上过去的决议和条约。序言性条款的格式:每一款以一个动词开头(若为英语,则用动词现在分词形式),并以逗号结尾。

序言性条款可以涉及到《联合国宪章》、联合国在该问题上曾经通过的决议或条约、联合国秘书长或其他联合国机构就此问题发表过的言辞、地区或非政府组织对此问题的见解、对该问题大致的情况及影响的阐述。

(2)行动性条款(Operative Clauses):

这部分是整个决议草案的实质性部分,具体列举了解决问题的措施和建议。行动性条款的格式:每一款以一个动词开头(若为英语,则用动词第三人称单数),并以分号结尾。这些条款应该按照正确的逻辑顺序予以排列并用阿拉伯数字进行标注,每一款只包含一个建议或想法。如果某一款需要更进一步的解释,可以在该款下分条款逐一说明,格式不变,用英文字母或罗马数字进行标注。最后一款的结尾处用句号结束全文。

b. Nations will decide the character of the newsflow media best suited to the need of their sovereign territory, be this printed ,audio ,or audio-visual;

c. Regional News Gathering Agencies will serve to gather information from the nations in their region, and these boards will have no editorial discretion and will serve to forward all information to the International Board;

2. Urges the establishment of the University of International Communications ,which will be based in Geneva , Switzerland , with the following aims:

a. The University and branches will be established with the express purpose of bringing together world views and facilitating the transfer of technology;

b. All member nations of the United Nations will be equally represented at the University;

c. Incentives will be offered to students of journalism and communications at the University to return to their countries to teach upon completion of instruction;

d. The instructors of the regional education centers will be comprised of a multi-partisan coalition of educators from throughout the world;

3. Calls for the continued use of funds from the International Program for the Development of Communications, Special Account, The United National Educational ,Scientific and Cultural Organization(UNESCO), the UN Development Programme ,and other sources of funding including national governments and private donors;

四、修正案((Amendment)

修正案的具体格式是在开头左上角有修正案的提出国署名(若是友好修正案,则是提出国和所有起草国的署名;非友好修正案则是起草国和附议国的署名,其数量要超过与会代表国的20%)。在正文中要写清决议草案中要修改的具体条款的序号,然后在后面直接写出修改后的条款内容。一份修正案可以对决议草案添加、删除,可就一项条款或多项条款进行修正。

五、指令草案((Draft Directive)

指令草案是处理危机时候的一种文件类型。它和决议草案在格式和功能上都很相近,但是指令草案不需要序言性条款,要直接书写行动性条款。因为代表们要解决危机,所以指令草案的行动措施要立即、有效,避免包含长远规划和过于模糊的目标性条款。指令草案的起草国和附议国总数要达到3 个才能提交给主席团,并至少有10 个国家表决赞同。在安理会中,指令草案需所有常任理事国不反对才能通过)可以对指令草案提出修正案。

1.Demands that Sudan’s neighboring nations open borders to let Sudanese earthquake refugees in and provide shelters and medical helps under UN guidelines;

2. Demands that the Sudanese government ensure the safety of all UN personnel and equipments;

3. Further proclaims that the Sudanese government trace the organization/individuals responsible for the kidnap within five days;

4. Affirms that if the contents of the two previous clauses could not be accordingly carried out by the Sudanese government, the UN preserve its rights to take further action;

5. Demands that all these measures be carried out immediately.

安理会:

1.要求苏丹领国开放边境以允许苏丹地震难民进入同时提供在联合国指导下提供避难场所以及医疗援助;

2.要求苏丹政府确保所有联合国个人和设备的安全;

3.进一步要求苏丹政府在五日内跟踪对绑架负责的有关的个人与组织;

4.申明如果苏丹政府无法落实前两项条款的内容,联合国保留采取进一步行动的权力;

5.要求所有措施马上开始执行。
