“十二五”期间，信息技术的发展将更多体现在“新”字上。
昨日出台的《国务院关于加快培育和发展战略性新兴产业的决定》(下称“决定”)提出，到2020年，“新一代信息技术”将成为国民经济的支柱产业之一。业内人士指出，对信息技术的发展将更多体现在“新”字上，关键技术的开发和标准的制定将成为产业发展的基点，并将受到重点扶持。
“决定”提出，要加快建设宽带、泛在、融合、安全的信息网络基础设施，推动新一代移动通信、下一代互联网核心设备和智能终端的研发及产业化，加快推进三网融合，促进物联网、云计算的研发和示范应用。着力发展集成电路、新型显示、高端软件、高端服务器等核心基础产业。提升软件服务、网络增值服务等信息服务能力，加快重要基础设施智能化改造。大力发展数字虚拟等技术，促进文化创意产业发展。
无锡物联网产业研究院人士告诉记者，以“物联网”为例，传感信息处理和安全隐私将是产业发展的两大核心技术。而在应用开发层面，我国企业具有与国际企业竞争的能力，大有可为。
云计算方面，EMC全球高级副总裁范承工表示，下一个十年，云计算将成为最主要的计算模式，也会颠覆过去30年建立起的IT业界秩序。这对相对落后的中国IT业是一个契机。
此外，“决定”提出要“建立促进三网融合高效有序开展的政策和机制”，更有利于“三网融合”落到实处。
随着“新一代信息技术”的研究推广，信息安全将成为重中之重。中银国际分析师胡文洲特别指出，我国目前信息安全状况并不乐观，市场需求未得到充分释放。随着云计算、物联网、三网融合、移动互联、电子商务等新领域的爆发，信息安全市场将会极大发展。上市公司中可关注启明星辰(002439)、卫士通(002268)等的投资机会。
“十二五”规划中明确了战略新兴产业是国家未来重点扶持的对象，其中新一代信息技术又是重中之重，下面我们将新一代信息技术分为六个方面进行介绍，分别是—下一代通信网络、物联网、三网融合、新型平板显示、高性能集成电路和以云计算为代表的高端软件。
1。下一代通信网络(NGN):
下一代网络(NGN)指一个建立在IP技术基础上的新型公共电信网络，它能够容纳各种形式的信息，在统一的管理平台下，实现音频、视频、数据信号的传输和管理，提供各种宽带应用和传统电信业务，是一个真正实现宽带窄带一体化、有线无线一体化、有源无源一体化、传输接入一体化的综合业务网络。下一代通信网络中光网络的建设，软交换以及3G的建设尤为关键，其中我们最为看好光通信行业。
从国家层面的政策指引看，对于光通信方面，工信部指出电信企业要按照国家有关规定和技术规范开展光纤宽带网络建设，积极采取多种模式，以需求为导向，以光纤尽量靠近用户为原则，加快光纤宽带接入网络部署。到2011年，光纤宽带端口超过8000万，城市用户接入能力平均达到8兆比特每秒以上，农村用户接入

中国电信率先提出增资150亿用户固网建设，联通和移动也很有可能增加百亿规模，因此2011年将是光通信网络建设的高峰。我们认为光通信建设高峰扔会持续，会带动相关公司的业绩高增长，我们推荐:中兴通讯(000063)，烽火通信(600498)，三维通信(002115)和新海宜(002089)。
2。物联网:
从去年无锡物联网产业基地的设立到今年温总理提出感知中国，物联网已经成为市场最关心的话题，而十二五规划中，物联网很可能取得非常重要的战略地位，建议积极关注。我们认为主要投资机会应该在感知层的感知设施数量暴增以及应用层的新应用领域。
RFID在物联网建设初期将会迎来爆发式增长。RFID从技术上主要分为低频，高频，超高频和微波，而从应用上看，低频和超高频以上将会迎来巨量增长。低频主要应用在接触式或近距离识别上，而超高频以上主要用于远距离，是未来应用的主要部分。目前国内低频技术相对成熟，而超高频等仍处于研究发展阶段。 RFID 产业在2009年产值已经达将近90亿，预测的未来5年复合增长率20%。
另外，物联网初期，我们认为典型应用拓展是产业的关键，从目前看，比较成熟或者发展相对较快的应用包括:智能交通，智能监控，手机支付和导航等。在智能交通领域，有效地结合了导航定位与视频监控，具有代表性的公司包括大华股份(002236)和海康威视(002415)以及银江股份(300020)。手机支付是最为看好的一个应用，市场普遍预计在2011年将迎来爆发，从目前看最主要的是确定支付标准，
完善支付体系，之后才能大规模的突破，而作为国产的2.4G以及国际通用的
13.56M都有可能成为支付标准。
对于物联网，我们推荐的公司包括:银江股份，国民技术(300077)，中瑞思创(300078)和远望谷(002161)。
3。三网融合:
三网融合主要指电信网，移动互联网以及广播电视网的融合，此融合并非三网的物联融合，而是应用上的有机融合。
从年初提出三网融合，到7月份首批试点城市的确定，三网融合进程几经曲折，但也从侧面反映了国家对于三网融合的重视程度。另外，三网融合后，从运营商角度看，由三分天下变为四强争霸，因此，网络的双向改造成为广电运营商的重点，而网络的扩容成为电信运营商的重点，但无论如何，都利好光通信行业，因此我们仍然推荐关注三网融合概念带来的光通信行业机会。
另外，广电系为了迎战电信系，形成区域性大网，乃至全国大网才是关键，因此短期内又可以关注省网整合的进度，广电的计划是2010年完成省网整合，而整合难度较大的沿海地区仍有多处未完成整合，目前仅有陕西、江苏、广西和海南等13省完成，多数为中西部内陆省份。因此其他各省的整合包括有资金优势公司的

4。新型平板显示:
目前，在平板显示领域TFT-LCD仍以其绝对大的产业规模、市场份额(85%以上)和最大的应用领域范围占绝对主导地位。但随着人们对显示效果、便利性和经济性提出了更高的要求，新型平板显示技术已经浮出水面，在不远的将来逐渐取代
TFT-LCD。行业机构Display Research的资料显示，2010全球TFT-LCD面板总市
场规模达640亿美元左右，且基本由韩国、日本、台湾公司占据，可喜的是目前大陆相关企业的技术和世界一流水平的差距正在缩小，同时具有非常明显的成本优势，产品未来的替代空间巨大。
新型平板显示技术包含多个方面，不仅仅局限于显示技术本身，同时还包括与显示设备关系密切的其他技术。目前的关注热点主要有OLED、电子纸、LED背光、高端触摸屏和平板显示上游材料等。
OLED的全称是有机发光半导体，该技术和TFT-LCD相比，具有显示效果好、轻薄省电、可柔性弯折等优势，被公认为是替代TFT的下一代显示技术。目前A股涉及OLED技术的公司主要有深天马和彩虹股份(600707)。
电子纸也是新型显示技术的一大发展方向，其采用的原理是通过反射环境光线来进行显示，由于其轻薄省电、可卷折以及更接近自然印刷品的观看体验，未来将主要用于替代纸质媒体。目前A股涉及电子纸核心技术研究的公司主要有莱宝高科(002106)，涉及电子纸下游产品--电纸书的公司主要有汉王科技(002362)、新华传媒(600825)。
由于LCD材料本身不发光，LCD显示设备普遍使用冷阴极荧光灯管(CCFL)作为背光源。随着LED白光技术的发展，发光效率进一步提高，其显色性能和能耗指标都已大大高于CCFL，因此未来LED背光技术将逐渐取代CCFL作为LCD显示设备的背光源。目前A股涉及LED背光芯片、模组研发的公司主要有士兰微(600460)、长城开发(000021)、三安光电(600703)、浙江阳光(600261)、歌尔声学(002241)。
触摸屏和平板显示设备的关系密切，很多技术具有高度通用性，目前电容式触摸屏是发展的主流方向，具有高精度、耐用和多点触摸等优点，A股涉及电容式触摸屏技术的公司主要有莱宝高科、欧菲光(002456)、长信科技(300088)。
平板显示上游材料一直以来基本依靠进口，近几年来随着国内企业研发实力的增强，已有企业能够生产部分上游材料，产品品质接近国际水平。目前A股涉及显
示设备上游材料的公司主要有生产TFT-LCD用平板玻璃的彩虹股份和生产液晶材料的诚志股份(000990)。

集成电路(IC)产业属于传统电子制造业，市场规模非常庞大，据预测2010年整体销售额可达3000亿美元，未来增长速度较为平稳且受经济周期影响较大。除了成熟行业的周期性特点，集成电路又具有高新技术产业的特性，即技术不断进步，新产品推出取代老产品等特点。我国作为集成电路技术的新兴国家，市场规模的复合增长率显著高于全球平均水平，可达年均16%以上。
目前我国IC产品普遍较为低端，高端集成电路产业仍然处于成长期，未来随着对专用高集成度IC的需求越来越大、大功率型IC在节能减排中的应用越来越广泛，高性能集成电路产业将具有很好的发展前景。目前A股涉及高性能集成电路的公司主要有以下这些:
国民技术:公司是国内数字芯片设计的龙头企业，主要产品USB安全芯片市场占有率全国第一，同时是中国移动2.4GHz手机支付芯片的唯一合作商。
国腾电子(300101):公司是北斗一代终端设备的龙头企业，其北斗二代的基带、射频芯片性能国内排名第一，随着北斗二代的布网完成和规模化应用铺开，其芯片产品的销售将呈现井喷式的增长。
士兰微:公司的集成IC产品偏向于功率芯片领域，产品在性能上虽然和国际一流水平相比仍有不小差距，但其坚持走差异化竞争路线，产品针对性强、性价比突出。公司的研发能力也较为领先，已有多个专用芯片在研，未来或成为公司新的盈利增长点。
华微电子(600360):公司是分立功率型器件的龙头企业，近年来第二代功率器件MOSFET芯片商业化进程顺利，年内产量将大幅增加，同时其研发的第三代功率器件IGBT已有小规模生产，在国内处于较为领先地位。
欧比特(300053):公司在航天航空的专用嵌入式芯片领域的市场份额在民营企业中排名第一，芯片设计能力突出，未来将受益于航天航空领域的发展。
6。云计算:
云计算是指将计算任务分布在由大规模的数据中心或大量的计算机集群构成的资源池上，使各种应用系统能够根据需要获取计算能力、存储空间和各种软件服务，并通过互联网将计算资源免费或按需租用方式提供给使用者。由于云计算的“云”中的资源在使用者看来是可以无限扩展的，并且可以随时获取，按需使用，随时扩展，按使用付费，这种特性经常被称为像水电一样使用IT基础设施。
根据研究机构IDC预测，全球云计算相关IT支出2012年将达 423亿美元，年复合增长率27.3%，发展速度是传统IT行业的6倍以上;而当前中国正处于移动互联网发展的初期、两化融合(工业化和信息化融合)政策讨论期，云计算概念刚刚兴起，未来的潜能巨大，可以说中国将迎来云计算发展的黄金十年。
