WHY ARE THE “TWO SESSIONS” USUALLY HELD IN MARCH?
三月举行两会，可以给上年决算和当年预算留出时间。至于第一季度财政预算的合法性，可以通过全国人大常务委员会授权的方式解决。另外，两会在春节之后也可以给代表委员留出一些准备时间。
SETTING MARCH FOR THE “TWO SESSIONS” MEANS THERE IS ENOUGH TIME LEFT FOR THE RELATED UNITS to reach a conclusion on the budget of the previous year and propose a budget for the coming year. In the case of the expenditure already accruing in the first quarter, the matter can be solved by an NPC Standing Committee authorization. In addition, postponing the “Two Sessions” until after the Spring Festival leaves more time for the representatives to get prepared for the meetings.

盘点两会的“女神“翻译 南都讯 Duang，Duang，Duang，因在今年全国政协发布会翻译“任性”一词，翻译张蕾红了。在张蕾之前，全国两会也不乏“名翻译”。尤其是两会重头戏的总理记者会，人们除了关注媒体会问哪些问题、总理回答又能透露出哪些信息，也总对总理身边的翻译津津乐道。从最早的朱镕基总理发布会翻译朱彤，到后来的温家宝总理发布会翻译张璐，全国两会上反应机智、颜值又高的美女翻译们成为一道独特风景。 两会美女翻译有“三张” 据不完全统计，从2003年以来，全国两会总理记者会上，为总理担任翻译的除了张建敏(2003年)、费胜潮(2006-2009年)和孙宁(2013年)几位男士之外，其余戴庆利(2004年)、雷宁(2005年)、张璐(2010、2011、2012、2014年)几位均为女翻译。加上在全国两会其他新闻发布会亮相的美女翻译张京和今年的“任性”翻译张蕾等，屡屡上头条吸引人们眼球和热议，女翻译占了压倒性优势。有网友更将张璐、张京和张蕾三人并称“三张”。 在“三张”之前，朱彤曾多次为朱镕基担任翻译，并在1998年朱镕基就任总理首次记者招待会上以精湛翻译才华引发大众关注。 在谈到历年两会美女翻译出现几率比男翻译大时，曾担任外交部翻译室主任的过家鼎曾解释：“是男是女不重要，性别没有要求，谁翻得好谁就上。再说，女翻译多不奇怪，翻译室的女同志本来就多。”他表示全国两会翻译都是从外交部挑的，因为外交部翻译室的翻译是全中国最好的。 “魔鬼训练”炼成高翻 作为一名翻译，首先在形象的塑造上就要尤其用心：既要大方利落，又不能喧宾夺主。特别是在两会发布会这样庄严的外交场合上，形象更是不能太过于犀利。最好是既能朴素低调，又不失大方干练。今年走红的两会翻译张蕾衣着得体，据称，其马尾发型从中学开始保持到现在。 此外，梳理全国两会翻译们的履历可发现，他们大多毕业于外交学院或北京外国语大学等名校。进入外交部翻译室，通过严格筛选、疯狂练习、周密准备等严苛的淘汰式培训考验，才能正式走上工作岗位。给朱镕基担任翻译的朱彤、为温家宝做翻译的戴庆利、曾多次随领导人出国访问的雷宁和张璐，莫不如此。
