A new era is upon us. Call it what you will: the service economy, the information age, and the knowledge society. It all translates to a fundamental change in the way we work. Already we’re partly there. The percentage of people who earn their living by making things has fallen dramatically in the “industrialized world”. Today the majority of jobs in the United States, Europe and Japan (two thirds or more in many of these countries) are in the service sector, and the number is on the rise. More women are in the workforce than ever before. There are more part-time jobs. More people are self-employed. But the breadth of the economic transformation can’t be gauged by numbers alone, because it also is giving rise to a radical new way of thinking about the nature of work itself. Long-held assumptions about jobs and careers, the skills needed to succeed, even the relationship between individuals and employers ---- all these are being challenged.

We have only to look behind us to get some sense of what may lie ahead. No one looking ahead 20 years ago possibly could have foreseen the ways in which a single invention, the microchip, would transform our world thanks to its applications in personal computers, digital communications and factory robots. Tomorrow’s break through in biotechnology, artificial intelligence or even some still unimagined technology could produce a similar wave of innovations. But one thing is certain: information and knowledge will become even more vital, and the people who possess it, whether they work in manufacturing or services, will have the advantage and produce the wealth. Computer literacy will become as basic a requirement as the ability to read and write. The ability to solve problems by applying information instead of pursuing rote task will be

valued above all else.

We all want every human being to be able to enjoy a reasonable standard of living, but conventional belief is that this can be achieved by economic development. The snag is that you cannot have economic growth without further increasing the exploitation of natural resources. The world’s ecology is finite. It is an inescapable fact that long—term survival depends on keeping a balance between economic growth and the sustainable exploitation of the world’s dwindling natural resources. This is going to be difficult enough to achieve, but it will be quite impossible if the national and international aid agencies only invest in economic development, and leave the conservation of natural resources and help for population control to voluntary agencies.

Never mind the quality, then, count the number. (48) Attempts have been made to curb this tendency, for example, by trying to incorporate some measure of quality as well as quantity int o the assessment of an applicant’s papers. This is the famed citation index, that is to say the number of times a paper has been quoted elsewhere in the scientific literature, the assumption being that an important paper will be cited more often than one of small account. (49) This would be reasonable if it were not for the fact that scientists can easily arrange to cite themselves in their future publications, or get associates to do so for them in return for similar favours. Part One: Translate the following into Chinese ( 60 points) (1) The quantum hypothesis explained the observed rate of emission of radiation from hot bodies very well, but its implications for determinism were not realized until 1926, when another German scientist, Werner Heisenberg, formulated his famous uncertainty principle. In order to predict the future position and velocity of a particle, one has to be able to measure its present position and velocity accurately. The obvious way to do this is to shine light on the particle. Some of the waves of light will be scattered by the particle and this will indicate its position. However, one will not be able to determine the position of the particle more accurately than the distance between the wave crests of light, so one needs to use light of a short wavelength in order to measure the position of the particle precisely. Now, by Planck’s quantum hypothesis, one cannot use an arbitrarily small amount of light; one has to use at least one quantum. This quantum will disturb the particle and change its velocity in a way that cannot be predicted. Moreover, the more accurately one measures the position, the shorter the wavelength of the light that one needs and hence the higher the energy of a single quantum. So the velocity of the particle will be disturbed by a larger amount. In other words, the more accurately you try to measure the position of the particle, the less accurately you can measure its speed, and vice versa. (2) The beauty of our country is hard to define as it is easy to enjoy. Remembering other and large countries we see at once that one of its charms is that it is immensely varied within a small compass. We have here no vast mountain ranges, no illimitable plains. But we have superb variety. A great deal of everything is packed into little space. I suspect that we are always faintly conscious of the fact that this is a smallish island, with the sea always round corner. We know that everything has to be neatly packed into a small place.
