公文的格式规范 公文的格式,指的是公文的外观形式,它既包括组成公文的各部分文字符号在载体(纸张等)上的排列和标识规则,也包括公文的用纸要求和印制规范,换言之,公文的格式就是公文的书面结构与公文的用纸和印制规范的总和,是对公文的文面要求。公文格式的特点具有较强的规范性。规范的公文格式有利于维护公文的严肃性,使公文的写作规范化、标准化,不仅增加公文的美学效果,而且方便对其进行阅读与传递、处理,提高工作效率。《中国共产党机关公文处理条例》、《国家行政机关公文处理办法》分别以一章的篇幅对党的机关和国家行政机关公文的格式做了规定,而由中国标准研究中心和国务院办公厅秘书局共同起草、国家质监局发布、自2000年1月1日起正式实施的作为中华人民共和国国家标准的《国家行政机关公文格式》,更是前所未有的,最为全面、具体、细致、科学的公文格式标准。为规范公文的制作和处理,2005年开展“规范司法行为,促进司法公正”专项整改活动期间,中院参照《国家行政机关公文处理办法》和最高法院有关规定,于9月7日制定了《宜昌市中级人民法院公文处理办法》,编入《规章制度》一书,就公文的制作、处理进行了规范,作了比较详细的规定。下面分别就公文的发布形式、书面格式、用纸格式和印装格式加以介绍。 (一)公文的发布形式和适用范围 就法院系统来说,以中院为例,主要有: 1、《宜昌市中级人民法院文件(宜市中法发)》,主要用于传达贯彻党的方针、政策或重要工作部署,发布重要的决定、通知等。 2、《宜昌市中级人民法院(宜市中法)》,主要用于人事任免、重要会议及其他事项的通知、批复、命令、议案、请示、报告、通报、函等。 3、《宜昌市中级人民法院办公室文件(宜市中法办)》,是中院文件的补充形式,主要适用于办公室根据院领导授权、传达或代本院发布某些事项,发布办公室职权范围内的事项。 4、《传真电报(宜市中法明传、密传)》,用于中院和中院各部门通知召开会议、时效性较强事项、事务活动安排、处理突发事件的措施等。 5、以中院各部门名义制发的公文,一般使用中院信笺版头。 (二)公文的书面格式

Part One Manuscript Form As you are learning to write, you should have a clear idea of what is good manuscript form. You should do everything - writing the title, leaving margins, indenting, capitalizing, and dividing words - according to generally accepted rules. Whenever you write something, work carefully, write neatly and clearly, and try to make as few mistakes as possible. Before handing in your essay or exercise, proofread it once or twice, because you may need to make some final corrections and changes. Ⅰ. Arrangement排版 Leave a margin on each side of the paper - about two centimeters at the top and a centimeter and a half at the left, the right and the bottom. In an exercise book the top and bottom margins are already there, so you need only to draw a vertical line to mark the left margin. You cannot make the right margin very straight, but you must not write to the edge of the paper. When there is not enough space left for a word, write it on the next line if it cannot be divided. In other words, there must be some blank space on the right side of the paper. Write the title in the middle of the first line. Capitalize the first and last words of the title and all other words(including words following hyphens in compound words) except articles冠词, coordinating conjunctions并列连词(and, or, but, nor, for), prepositions介词, and the to in infinitives不定式。 No period is used at the end of a title. Use a question mark if the title is a direct question, but do not use one if it is an indirect question. Use quotation marks with quotes or titles of articles; and underline names of books. Indent缩写the first line of every paragraph, leaving a space of about four or five letters. Do not begin a line with a comma, a period, a semicolon, a colon, a question mark or an exclamation mark. 公文格式及行文规则,公文格式【1】 作为一种特定体式的文体,公文在国家政治生活、经济建设和社会管理活动中起着十分重要的作用。正因为如此,规范的公文格式不仅有利于体现国家机关的权威性、严肃性,而且也有利于提高工作效率,保证政令畅通。同时,对于我们国家工作人员来讲,能够熟练、正确的制作公文、处理公文,也是个人能力和基本素质的一种体现。 公文中的要素主要为:秘密等级和保密期限、紧急程度、发文机关标识、发文字号、签发人、标题、主送机关、正文、附件说明、成文日期、印章、附注、附件、主题词、抄送机关、印发机关和印发日期等。 为了配合《国家行政机关公文处理办法》,国家质量技术监督局1999年12月27日发布了《国家行政机关公文格式》,这个标准不是由政府行政文秘部门发布的,而是由质量技术监督局发布,是一种

强制性的标准,其中对公文格式、公文纸张的纸型、厚度、透明度等等都做了详细的规定。 这个格式规定,公文的各要素分为眉首、主体、版记三部分。置于公文首页红色反线(宽度同版心,即156mm ) 以上的各要素统称眉首;置于红色反线(不含)以下至主题词(不含)之间的各要素统称主体;置于主题词以下的各要素统称版记。下面,对公文各要素和标识作一简单介绍。 一、眉首部分 主要标识公文份数序号、秘密等级和保密期限、紧急程度、发文机关标识、发文字号、签发人等要素。 1.公文份数序号。公文份数序号是将同一文稿印制若干份时每份公文的顺序编号。标识时,用阿拉伯数码顶格标识在版心左上角第1行。(但是这个我们市一级没有执行,只是在收文的时候标号,但中央一级的很多公文都有份数的序号)

2.秘密等级和保密期限。秘密等级是指涉密公文的保密程度,分秘密、机密、绝密三级。《办法》规定,涉及国家秘密的公文应当标明密级和保密期限,绝密、机密级公文还应当标明份数序号,秘密、机密、绝密公文均应标注保密期限。标识秘密等级时,用3号黑体字,顶格标识在版心右上角第1行,两字之间空1字;如需同时标识秘密等级和保密期限,用3号黑体字,顶格标识在版心右上角第1行,秘密等级和保密期限之间用★隔开。 3.紧急程度。急件公文分为特急、急件两种。其中,电报应当分别标识特提、特急、加急、平急。标识时,用3号黑体字,顶格标识在版心右上角第1行,两字之间空1字;如需同时标识秘密等级与紧密程度,秘密等级顶格标识在版心右上角第1行,紧急程度顶格标识在版心右上角第2行。 4.发文机关标识。发文机关标识由发文机关名称和文件二字组成,如锦州市人民政府文件等。对一些特定公文可只标识发文机关名称(此类为便函类发文文头)。发文机关标识应当使用发文机关全称或规范化简称。标识位置是上边缘到版心上边缘25mm 处,上报
