The best time for a new beginning is now. As China announced its entry into a new era (时代) last October, and 2018 marks the 40th year of China’s reform and opening up, this year’s two sessions hold exciting new prospects for the future.

The 13th National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and the 13th National People’s Congress (NPC) started their first sessions on March 3 and March 5, respectively. Here, TEENS features some of the highlights from this year’s two sessions.

New leadership

One of the most important issues of the 2018 two sessions is to elect (选举) new state leadership, including the Chinese president and premier (总理). The newly elected premier of China will meet with press after the conclusion of the national legislature’s session on March 20.

New development goals

Each year, China’s Government Work Report sets goals about key economic indexes (指标). This year, China set its GDP (gross domestic product, 国内生产总值) growth target (目标) at around 6.5 percent, and its CPI (consumer price index, 居民消费价格指数) increase at around 3 percent, according to the Government Work Report delivered by Premier Li Keqiang on March 5. “The growth, among the fastest in the world, cannot change the fact that China is still a developing country, given that its per capita (人均的) GDP lags far behind that of developed countries,”Xinhua News Agency noted.

New constitutional amendment (宪法修改)

The present Constitution came into force in 1982 and underwent four amendments in 1988, 1993, 1999 and 2004. It has been 14 years since the last amendment. To improve and develop socialism with Chinese characteristics in the new era, the 13th NPC discussed and voted on new constitutional amendment.

New anti-corruption (反腐败) model

A new national supervisory platform (监察平台) is expected to be introduced, as a pilot (试验的) reform of supervisory systems is under way, with supervisory commissions being established at provincial, city, and county levels. With a complete supervisory network under the Party’s leadership, China can create a new anti-corruption model.

More time to rest for school students

It’s early in the morning and the alarm clock has already rung several times. You have to drag yourself out of bed and rush to school, afraid of missing the first school bell.

As a school student, this is probably a common experience for you.

But thanks to new rules, many students in Zhejiang and Heilongjiang provinces can now stay in bed longer than before.

On Feb 23, the Zhejiang Department of Education published a new guideline (指导方针) that asks primary schools to start school later, reported Xinhua News Agency.

According to the guideline, start times could vary among different grades and seasons, with students in Grade 1 and 2 starting

no earlier than 8:30 am. Some schools in Zhejiang province have been chosen to test this new guideline, which is expected to be used in other areas in 2019.

A similar guideline was announced by the education department in Heilongjiang province on Feb 24. Since the new semester began in March, students from all primary and junior high schools in the province have been required to arrive at school no earlier than 8 am. And senior high school students are now required to arrive at school no earlier than 7:30 am.

These changes are aimed at making sure students get adequate (足够的) sleep and enough time for breakfast. Before the guideline was published, many primary school students in Zhejiang were required to arrive at school as early as 7 or 7:30 am, which left many of them arriving feeling tired and hungry.

According to a 2016 study by the Zhejiang Department of Education, only 54.1 percent of students in Grade 4 slept nine hours or more a night, while the required sleep time for primary students is 10 hours.

These changes have received much praise. “I definitely (明确地) welcome the move, since this will ensure (保证) my son has enough time for breakfast, which is vital (重要的) for his health and growth,”a mother surnamed Xu from Hangzhou, whose son is a first-grade student, told China Daily.

Pushing back school times isn’t unique to China. In the United States, schools in at least 21 states began to start school later in 2017, as various studies have shown that later school start times could benefit students, reported The Atlantic.

For example, according to a 2015 report by the Centers for Disease Control and Prevention in the US, later school start times could help improve students’health and study performance.

Just as Mary Carskadon, a sleep expert from Brown University, US, told The Atlantic, “Everybody learns better when they’re awake.”

Meetings set plans for 2018

Every year in spring, the meetings of the National People’s Congress (NPC, 全国人民代表大会) take place in Beijing. This year, it opened on March 5.

In front of 2,970 NPC deputies (代表) who were gathered at the Great Hall of the People, Premier Li Keqiang delivered (发表) the Government Work Report. The premier struck a confident note as he went over “historic achievements”made in the past five years.

In his speech, Premier Li said that China’s gross domestic product (GDP, 国内生产总值) had risen from 54 trillion yuan to 82.7 trillion yuan, more than 68 million people were lifted out of poverty, and 66 million new urban jobs were created.

As for this year, the central government has set the country’s GDP growth target (目标) at around 6.5 percent. The target is the same as last year’s, but is expected to deliver different growth as China makes quality a priority (优先) over speed. “We will strongly promote (促进) high-quality development,”Premier Li said.

This year also marks the 40th anniversary (周年) of the country’s reform and opening-up policy. Premier Li said China would be bolder in reform and opening up. To meet people’s demand (需求) for high-quality imported (进口的) goods, Li said, China will lower import tariffs (关税) on products ranging from automobiles to daily consumer goods.

The report also contains plans to improve people’s livelihood. “We will raise the personal income tax threshold (个税起征点),”said Li. He also said rates for mobile internet services will be reduced by at least 30 percent.

Li also expressed that more efforts will be put into education, such as reducing the rural dropout rate and addressing (解决) the problem of heavy extracurricular (课外的) burdens on primary and secondary school students.

For many people who want to become stars, it means going to a lot of auditions (试镜) before they get their big break. But for Chinese-American actor Daniel Wu, it was just about being in the right place at the right time.

After finishing his bachelor’s degree (学士学位) in architecture at the University of Oregon in the United States, he decided to take a three-month trip through Asia. It’s there he was discovered by a talent scout (星探) for a TV commercial while having a drink at a bar in Hong Kong. “After that, a director named Yonfan cast me for the lead in his film. I initially turned it down, as I wasn’t a professional actor and could not speak Cantonese (粤语), but after a month of him trying to convince me to do it, I decided to give it a shot,”Wu told Interview magazine. “I ended up falling in love with the whole movie-making experience.”

In Tomb Raider (《古墓丽影》), the remake of the 2001 movie Lara Croft: Tomb Raider, the 43-year-old plays a ship captain who partners with the heroine (女主角) on an adventure to find her father. The film comes out in Chinese cinemas on March 16.

Bolt finally gets soccer star wish

A new chapter (篇章) may have begun for Usain Bolt.

Last August, the Jamaican athlete retired as the fastest man to ever run in the 100m and 200m events.

However, this doesn’t mean that he’s given up on sports completely.

The 31-year-old has always wanted to play soccer professionally, particularly for UK team Manchester United.

And soon, he’ll get the chance to show off his soccer skills to his favorite players.

The eight-time Olympic gold medalist will play a charity (慈善) match for UNICEF on June 10 at Old Trafford, the home of Manchester United, The Washington Post reported on Feb 27.

“I enjoy the thrill (兴奋感) of competition in front of a crowd,”Bolt told Manchester United’s official website. “It is my dream to make it as a professional footballer, so to be able to step out onto the pitch (球场) at Old Trafford in June and play against some of football’s biggest legends (传奇人物) is going to be remarkable (非常好的).”

As we all know, Lantern Festival is on the 15th of the first lunar month, meaning the end of the Spring Festival celebrations. Studying in the United States, I couldn’t celebrate it with my family, so after discussing with my friends, we decided to cook a dinner together.

We bought the ingredients from the market and started to cook at around five in the afternoon. My friends Tony and Chen Qifan acted as chefs for the day.

In the kitchen, the sounds of knives cutting and water splashing (飞溅) reminded me of being back in my hometown. These sounds instantly (立刻地) made me think of my grandma preparing the pork and my mom washing the cabbages for our meal.

t wait to start eating. Once we began, the different taste preferences among my friends from different regions of China became obvious.

Although I come from Shanxi, a place famous for its mature vinegar (陈醋), I never knew that crab meat dipped in vinegar and ginger (姜) was so tasty. This combination was not only delicious but also healthy. We exchanged information about our diet habits and cultures and were surprised by the many small differences. The whole room was filled with laughter and the sounds of colliding (碰撞) chopsticks and bowls.

On the way home, the laughter still rang through my head –I can’t imagine life without my dearest friends. I’ll probably forget all the physics equations (方程式) or how to pass chemistry but I’ll never forget the time I’ve spent with my friends.

Encouraged by team spirit

Last week, my school held a three-on-three basketball competition. The school applied an elimination system (淘汰制) –each class played in the first round, the winners continued, then the champion was the team that won the final game.

The contest was held on Monday afternoon, and I took my place in the audience. The game was very intense (激烈的) because my class’s opponents (对手) were very good. However, my team’s players were very confident, which made me feel better.

Unfortunately, at the beginning of the game, my team lost three goals. The players seemed frustrated, so my classmates and I cheered for them, hoping to encourage them to continue.

At the most critical (关键的) moments, I couldn’t open my eyes as I was so nervous. However, despite facing those great

opponents, the players on my team never took one step back. All of them faced a challenge without thinking about giving up –I was touched by their brave behavior and spirit.

Suddenly, my team got the ball and then scored. I jumped up and clapped until my hands turned red. Although the sun was shining and the weather was hot, everyone in the audience had a lot of energy.

Sadly, we lost the game. But in my heart, my team was the best. I feel lucky to be a part of my class, as it’s such a great family that I’m proud of. Moreover, the game taught me to never give up and to fight for my goals no matter how many difficulties I may face in the future.

These days, the environment is a huge topic. It seems like we’re always being reminded to recycle, or to ride a bike instead of taking a taxi.

However, it isn’t just garbage and vehicles (车辆) that can cause damage to the environment.

According to a recent study by the University of California, published by the journal Science Advances, fertilizer (化肥) in farm soils is a major contributor to smog (雾霾) in nearby cities. According to the research, agricultural soils make up of 25 to 41 percent of nitrogen oxide emissions (氮氧化物排放) in California. Nitrogen oxide, or NOx, is a major factor (因素) in smog formation.

“Emissions of NOx from agricultural areas are much higher than we used to believe and could be a major source of NOx statewide,”the researchers wrote in the study.

Just like fertilized farmland, there are many other items that we wouldn’t expect to have a huge impact (影响) on the environment. Take clothes for example. Data (数据) published by the World Wildlife Foundation says that on average, every kilogram of cotton takes around 10,000 liters (升) of water to produce.

This means that it takes around 6,000-8,000 liters of water just to create a single pair of jeans, not to mention the carbon produced when they’re made in the factory and then transported to a store.

And even what we choose to eat could be bad for the planet.

In a 2014 study carried out by Gidon Eshel, a professor at Bard College in New York, US, it was found that beef farming could be causing more damage to the environment than all of the planet’s cars combined.

Eshel wrote that beef needs 28 times more land and 11 times more water to produce than pork or chicken.

So does this mean that we should all stop buying jeans and eating beef? That would certainly help, although it’s not a realistic goal.

Instead, a few simple changes could be made. For example, there’s no need to buy new jeans every year when a good pair can last much longer than that.

And when it comes to food, replacing the beef in our dishes with chicken or pork every now and then will still mean they taste as delicious.

Indeed, small actions could make a huge difference to our planet.

Arctic temperature reaches unusual high

The Arctic (北极的) winter, which lasts from October to March, is known to be freezing cold. Indeed, the average temperature during it is a “bone-chilling minus (零下的) 20 degrees Celsius”, according to Live Science.

But this year, the Arctic saw one of its warmest winters ever. “In fact, parts of the Arctic Circle have been warmer than much of Europe over the past few days,”noted The Washington Post. According to ABC news, temperatures in the North Pole appeared to have reached the melting point of 0 C at the end of February, which is 10 C higher than normal at this time of year.

The unusually high winter temperatures have led some experts to become concerned (担忧的).

“It is a suggestion that there are further surprises in store as we continue to poke (招惹) the angry beast (猛兽) that is our climate,”Michael Mann, director of the Earth System Science Center at Pennsylvania State University in the US, told the Guardian.

Mann added that temperature changes in the Arctic are seen as a symbol of human-caused climate change, telling the Guardian that the usually cold region is “sending out a clear warning”.

Oct 31, 2013 wasn’t just another Halloween for me. While I was driving home, a vehicle struck my new car from behind, with a blow that sent me spinning (旋转) into the busy road. I fought hard to open my eyes for a second, but I lost consciousness (知觉).

After I was taken to hospital, the doctors concluded I was a quadriplegic (四肢瘫痪者) and told me I wasn’t going to be able to move anything from my neck down.

I had lost the use of almost every muscle and was very weak.

But at the rehab center (康复中心), I saw a glimpse of hope and was inspired by other patients with injuries like mine.

The first year was slow and I didn’t see much progress. My head felt like a heavy ball and I couldn’t hold it up, and my blood pressure would drop all the time.

And while the idea of walking or even standing was out of the question, I sure did try.

Six months later, I was finally given the green light to return home.

However, that’s when the reality (现实) of the situation became clear to me.

I realized that my life was so different. I was unable to use a phone, and unable to feed or wash myself.

I couldn’t grip (抓住) on to anything; a fork or spoon was too heavy to pick up.

I had to learn to be patient with myself, and to enjoy every moment going forward.

I was determined (下定决心的) to walk again, so giving up was no longer a choice.

I fought hard on my recovery (康复) and still do to this day. I’m now moving my legs and arms on my own, doing things like working out, swimming, and yoga.

All of this is proving my doctors wrong, and is turning the page from the impossible to the possible.

My faith (信念), supportive family, friends, and team encourage me to continue to work harder.

I believe that this difficulty is an opportunity to grow, become stronger, and keep on fighting to hopefully inspire others not to give up.

If I learned one lesson from my car accident, it’s this: Never give up on faith, and never give up on hope.

To most people, traveling by train is simply a way to get from one point to another. Whether it’s to visit family during the holidays or just a way to get to school or work, taking a train is usually no more exciting than riding a bike.

But recently, trains have become part of a trend (趋势) for “luxury (豪华的) travel”–a method of getting around that’s more about the experience of the traveling itself than it is about the destination (目的地).

Take Japan’s express train, Suite Shiki-Shima, for example. It began service in May last year and runs between the popular Japanese cities of Tokyo and Hokkaido. Different from regular trains, the train offers only sleeper rooms, and has two observation cars where passengers can enjoy views of the Japanese countryside through the train’s large windows. And with food provided by a Michelin-starred chef, it’s unlikely that passengers will be bringing instant noodles (泡面) on the train with them.

Despite tickets costing between 19,200 and 84,600 yuan, the service is extremely popular. In fact, spaces on the train sell out almost as soon as they become available (可购买的).

So, what is it about luxury trains that makes them more attractive than regular ones, or even planes? According to journalist Dominic Lutyens, the answer lies in their convenience (便利) and freedom.

“Trains usually require neither check-in nor security (安检), reducing journey times …and no [traveling] to out-of-town airports on congested roads,”he wrote on BBC Culture. “Factors (因素) that make train travel more pleasant include greater privacy (私密性), more luxurious materials …a smooth, quiet journey and, above all, space.”

Yet, another reason may simply be that in today’s busy world, people might just want to take some time to slow down, away from the stress of airport security and crowded traditional trains.

After all, vacations are all about relaxing –and what better way to do that than by surrounding (包围) yourself with luxury?

Twain’s works celebrate local cultures of southern US

Mark Twain (1835-1910) is one of the great American authors. He published his most famous works in the later decades of the 19th century, when the US was still building a literary (文学的) tradition for itself.

Twain created a kind of writing that was named “local color literature”. The term means that the writing contains many references to the culture of the story’s location. For Twain in particular, his works are filled with references to the southern states of the US, particularly the lives of the people along the Mississippi river. You feel it in his descriptions (描述) of places and the way he makes his characters speak. This is clear in his most famous work, the novel Adventures of Huckleberry Finn (《哈克贝利·费恩历险记》,1884).

This story is the self-told tale of a boy who lives with a kind old woman. She wants Huck to grow up properly, and takes good care of him. However, like his friend Tom Sawyer, the famous character of an earlier novel by Twain, The Adventures of Tom Sawyer 《(汤姆·索亚历险记》,1876), Huck doesn’t like to follow rules. He lives the way he wants to, not the way other people want him to.

During his adventures, Finn runs away from home –to get away from school, and his nasty father. Along the way, he creates a friendship with a runaway slave, Jim. Together, they forge (创造) the most famous childhood friendship in American literature.

Even though it’s his most famous work, The Adventures of Huckleberry Finn is just one of Twain’s many achievements in literature. He’s also an author of “famous quotes (引语)”. You may have taken it for granted that the small grocery store in your neighborhood is always open whenever you need something, and so is the pancake restaurant around the corner. But has it ever occurred to you that people who work for those small businesses also need to take a break every once in a while?

A survey found that 77 percent of US people think that small businesses shouldn’t stay open during the holidays, as shown in the graphic on the right.

According to Fora Financial, whether or not a shop should be open during holidays depends on how much money it will earn. If sales are good enough to compensate for (补偿) the costs –employee salaries and electricity bills, for example –then staying open might be a good idea.
