出口报关报检所需要的单证及流程 一，出口报关所需要的单证： 1，出口方在货物运抵海关监管区以后，在装货的二十四小时之前，需要备齐海关所需要的单证向海关申报。 2，必备单证为：清单、发票、合同、报关委托书、核销单以及船公司装货单等。 3，备齐海关税则所需要的各项证件，比如通关单、出口许可证等。 4，有出口手册的，需要提供手册报关。 二，出口报检所需要的单证： 1，出口方应该在报关之日的前三天备齐所需要的单证向检验检疫局申报，需要提供的单证有：清单、发票、合同、厂检单、报检委托书以及纸箱包装单等单证各一份。 2，如果出口货物到美国、澳大利亚、加拿大或者是欧盟，货物的外包装为木质的，需要做熏蒸或者是热处理。此时出口方需要提供的单证有：清单、发票、合同、报检委托书，还需要提供熏蒸证明。 3，做熏蒸处理或者是热处理的单品，出口方应该在报关的前两天将货物运抵制定的堆场或者是港区，然后等待进行熏蒸，熏蒸的时间一般为24小时。 三，出口报关流程： 1，申报。一般情况下，出口货物的发货人或者代理人应当在装货前的二十四小时内向货物的出境地海关采用电子数据报关单和纸质报关单形式进行申报。 2，查验。查验是指海关为确定出口货物收发货人向海关申报的内容是否与出口货物的真实情况相符合，或者是确定商品的归类、价格和原产地等等，依法对出口货物进行实际核查的执法行为。 3，征收税费。海关对出口货物收发人或者其代理人申报的货物查验以后，计算应缴纳的关税，消费税以及滞纳金等费用，开具关税和代征税缴款书或收费专用票据。 4，放行，结关。这是出口报关流程的最后一步，对于一般的出口货物而言，海关在结束出口货物的申报、审核电子数据报关单和纸质报关单及随附单证，查验货物、征收税费以后，即可对出口货物做出结束海关出境现场监管决定，在出口货物装货凭证上签盖，海关放行章。

Customs Declaration Form 报关单 An exporter has to apply to the customs for declaration of the commodity before the shipment. The customs officer will sign on the customs declaration form and release the goods if the goods are up to the requirement. 出口方必须在装运前对出口货物进行报关，如果货物符合要求，海关官员就签署报关单对货物进行放行。 The person who asks for declaration is required to be qualified, that is to say, he/she should have the certificate of customs declaration. The examination is held by the General Administration of Customs of 申请报关的人要求具备资质，就是说他或她应有报关证。考试由中华人民共和国海关部署举行。 The customs declaration form is in different colors, for example: the white one is made out for general trade and the pink one is used for processing trade. The contents of these documents are similar. 一、关于报关资料的问题。 由于我公司分部是在海关监管仓区域内，因此主要是从事进出仓报关工作。需要的报关单证主要是：代理报关委托书、存仓委托书、报关单草单、外汇核销单、出口商品专用发票（退税发票）、出口合同、商业发票、装箱单、加工贸易手册（加工贸易专用）。由于贸易方式（一般贸易还是加工贸易）的不同，所需要的报关单证略有不同。然而我在审单的过程中，我就经常发现客户所提交的报关资料不是少了合同、发票或者是装箱单，就是没有电子手册复印件，出现这种情况的直接后果就是，我主管大手一挥：退单！呵呵！请大家想一想，这应该不是我们报关行的问题吧。 二、关于报关资料的印章的问题 也许有人会说，这算是什么问题啊，不就是在资料上盖个章么，小事一桩。我以前也是这么认为的，不过在被我的主管一次又一次的喊退单后，我现在意识到这可是一个很严重的问题。请大家看看我所收集到的错误问题： 1．合同或发票或装箱单忘记盖客户公章。 我经常听到客服打电话给客户说他们所寄来的报关资料没有盖公章，让他们重新寄资料过来。这不是耽误时间么！ 2．客户公章盖错地方。 对这个问题我无语了。报关单证上显示盖章的地方如此的清楚，可是仍然有客户把公章盖错地方。错了就错了吧，可是他们还把错了的资料寄过来，真服了他们了。 3．公章没盖好，不清晰。 我们主管的规矩是：凡是公章看不清楚，直接退回给客户，免得到时候给海关退单。各位，虽然盖章只是个小事，轻轻往下一按就搞定，可是要是盖的不清楚，那就是给自己找麻烦了。我这一段时间虽然天天也在盖章，但我也经常会出问题，我出问题事小，可是客户把公章没盖好，顺便还把资料给寄出来，那就是事大了。希望那些盖章的朋友要注意啊。 4．关于报关资料的签名问题 这个主要是反映在合同和报关委托书中。经常有客户把没有买方签名的合同就给寄过来了。虽然现在海关对买方签名的真实性不重视，不过我总觉得不大好。我还经常替客户在合同上签个英文名字，有些人直接就在这个地方乱划，反正我是看不出来写的是什么。再就是客户经常寄空白的报关委托书给我们报关行。害的我天天练字练个不停，编造客户的名字想的头都大了。我说你们这些客户也该有点责任心吧，好歹在委托书上把你们应该填的内容填上吧，你就不怕我万一填错了给你们带来麻烦么。 三、关于报关资料的单证一致问题 这个应该不是一个新问题了。我们做单证，讲究的是“单证一致，单单一致”。可是，客户寄过来的单证，经常就会出现单证不一致的问题。当然了，后果只有一个，那就是：退单。 我所收集的关于单证不一致的问题涵盖了以上我所列举的报关单证。举例如下：合同：合同号不一致、合同金额不一致、合同无目的国、合同支付条款不一致等。发票：发票无中文名、发票金额不一致、单价错误、单价过高、结汇方式错误等装箱单：装箱单格式不正确、包装数量错误、毛净重相差太大等 报关单草单：商品编码错误、商品的名品或规格或品牌或数量错误等 关于单证不一致的问题以上我就列举这么多，希望那些做单的一定要仔细啊。

1、报关 海关是报关公司的主管单位,报关行依法按程序代理客户向海关申报进出口货物(很多工厂和外贸公司有自理报关权)。海关的其它基本职能还包括：监管、征税、统计、缉私。以大鹏海关为例，大鹏海关业务科包括：综合业务科、码头监管科、转关科、调查科、船管科、办公室、人保科、行政财务科。 深圳海关分一线海关和二线海关（有没有三线海关不清楚）。一线海关指申报之后直接可以出境的海关。而二线海关指申报之后必须再通过一线海关再报关才能出口的海关。 深圳海关总署共有几个一线海关：大鹏海关、蛇口海关、文锦渡海关、皇岗海关、沙头角海关，其中蛇口海关又包括以下几个码头；SCT（SHEKOU）、赤湾（CHIWAN，赤湾码头在凯丰码头对面，现已合并为一家公司对外称赤湾）、妈湾（MAWAN ）、招港（ZHAOGANG）、东角头（进口码头）。其中中港拖车—陆路口岸：文锦渡、皇岗、沙头角 一线海关当中又分为船运和路运海关，五个一线海关当中大鹏海关和蛇口海关为船运海关，文锦渡海关、皇岗海关、沙头角海关为路运海关。 二线海关如笋岗海关、福田保税区海关等。盐田的怡和仓、文辉物流、马士基物流等保税仓直接向大鹏海关申报。湖北仓、梅园仓、603仓等海关监管仓库向笋岗海关申报。 2、报关所需单证 一、出口报关所需报关资料 1．一般贸易报关所需报关资料： 1). 报关委托单(一式两份,盖公章；另加盖法定代表人的章，一式三联，全国统一
